Full Job Description
Position Overview

Halvik is seeking a candidate who will be responsible for evaluating, architecting, deploying and maintaining cloud infrastructure in Microsoft Azure cloud using DevSecOps practices. The Azure Engineer will provide expert technical guidance on cloud security, system upgrades, and issue resolution to customer leadership, stakeholders, and users.

This role in on-site in Washington, DC daily M-F.

Core Responsibilities
  • Analyze cloud spending, identify trends, and develop strategies to optimize and reduce costs.
  • Create and maintain budgets for cloud services. Forecast future costs based on trends and organizational growth.
  • Evaluate and select Azure services (e.g., Azure Kubernetes Service, Azure Functions, Azure Policy) to support enterprise workloads.
  • Work closely with NTIA ITD to understand their cloud needs and ensure alignment with the budget.
  • Collaborate with security operations to embed Zero Trust principles, identity governance, and threat protection into cloud designs.
  • Ensure compliance with federal mandates (e.g., FedRAMP, NIST 800-53, EO 14028, CNSSI 1253) and internal security policies.
  • Design secure landing zones using Azure and Policy.
  • Implement Azure governance models including management groups, role-based access control (RBAC), and tagging strategies.
  • Monitor and optimize cloud spend using Azure Cost Management and Azure Advisor.
  • Architect solutions that leverage cloud-native services while integrating with on-prem systems (hybrid cloud).
  • Work closely with DevOps, security, and infrastructure teams to ensure architectural consistency.
  • Provide architectural oversight for cloud migration and modernization projects.

Minimum Requirements
  • Education: Bachelor's degree in Computer Science, Information Technology or related field or equivalent experience.
  • Experience: Minimum 4 years of experience in a Cloud proficiency. Minimum of 4 years of experience in DevOps, platform engineering, cloud engineering, automation, CI/CD, and/or enterprise software delivery.
  • Technical Proficiency: Hands-on experience with Azure cloud services, Azure DevOps Services or Server. Strong grasp of Azure services, including VM, storage, networking, security, identity, and monitoring.
  • Compliance: Ability to manage cloud costs, usage reporting, and advise leadership.
  • Certifications: Relevant certifications preferred (e.g., Azure Solutions Architect, Azure DevOps Engineer, or equivalent; Certified Cloud Security Professional).
  • Must have an active Secret clearance

Preferred Expertise
  • Demonstrated success supporting Federal contracts.
  • Familiarity with Agile/Scrum delivery methodologies.
  • Strong analytical, written, and verbal communication skills, with the ability to translate technical content and risks, operational issues, and business impacts to technical and non-technical stakeholders.
  • Ability to work collaboratively with others and contribute to a team environment.
