This position provides leadership and oversight for the safety, maintenance, and regulatory compliance of more than 750 aviation landing facilities. The role involves coordinating with airport officials and the Federal Aviation Administration (FAA) to ensure compliance with applicable state and federal aviation standards and regulations. The position supervises staff by assigning and reviewing work, managing performance, and conducting formal employee evaluations.
It is also responsible for the development and administration of aviation safety programs, including airport and heliport inspections, landing area registration, obstruction analysis, and navigational aids. Overall, the position ensures the effective administration of these programs while maintaining compliance with applicable laws, regulations, policies, procedures, and industry standards.

Minimum QualificationsSix years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other InformationJob Duties:- Review and approve technical safety inspections for 750+ airports and aviation landing facilities.
- Inspect runways, taxiways, lighting, navigation aids, approach clearances, facilities, and potential obstructions affecting public safety.
- Review and approve airport and heliport registration applications and ensure accurate data entry into the National Airspace database.
- Conduct and oversee safety inspections for 250+ emergency service heliports statewide and maintain required 5010 inspection accreditation.
- Review tower construction proposals and provide FAA recommendations regarding navigation impacts and obstruction hazards.
- Develop annual heliport technical reports and legislative reports on helicopter operations and safety.
- Coordinate with FAA officials and state aviation programs to implement standardized airport safety requirements.
- Supervise employees, assign and review work, and conduct performance planning and evaluation sessions.
- Provide aviation safety training and workshops to airport managers, Fixed Base Operators, and industry stakeholders.
- Investigate aircraft accidents, incidents, and aeronautical complaints; support emergency response coordination and public aviation safety communications.
Position-Specific Details:Appointment Type: This is a promotional position open to only current permanent classified DOTD employees; and may be filled by detail to special duty.
