Position Description
Advertised Job Summary Under the supervision of the Director of Facilities Engineering Support, the Assistant Director of Engineering Support serves as the technical subject matter expert for engineering support functions related to the maintenance and operations for the University of South Carolina-Columbia Campus. The Assistant Director is responsible for oversight of engineering standards and provides technical guidance and design support for repair and maintenance projects for the University of South Carolina-Columbia Campus. Additionally, the Assistant Director will provide support and oversight for the operation of the campus utility systems, facilities conditions assessments, and other internal operational processes. The Assistant Director will provide code review and assist with ensuring that projects align with applicable construction codes. The Assistant Director serves as a designated plan reviewer to meet OSE plan review requirements for campus projects. Finally, the Assistant Director will lead engineering design efforts for in-house minor construction and maintenance repairs.
Job Related Minimum Required Education and Experience - Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of certification, training, education and/or experience.
Required Certification, Licensure/Other Credentials - Driver's license required.
Preferred Qualifications - An SC-licensed Architect with significant experience in building design and construction, an SC-licensed Professional Engineer with significant experience in building design and construction, an International Code Council (ICC) Certified Building Official (CBO); or an International Code Council (ICC) Master Code Professional (MCP).

Job Duties
Job Duty The Assistant Director supports the Director in executing the departmental work plans for campus maintenance, repair, energy management, and infrastructure projects.
This position also provides lateral support for all projects and initiatives involving engineering decision making for both Capital and Infrastructure needs. Management will include needs and conditions assessments, project scoping, technical design review, setting and enforcing engineering standards. Conducts preliminary technical design and plan reviews for campus projects to ensure compliance with university engineering standards, state codes, and OSE requirements.
Assists with Columbia campus master building master plans and Utility Master plans, inclusive of all long and short-range plans. The assistant director will supervise other engineers to perform ongoing facilities condition assessments and project scoping for building infrastructure, mechanical, electrical, and plumbing systems.
The Assistant Director will coordinate with internal and external agency personnel; provides direct engineering support for routine mechanical/electrical system operations, infrastructure renewals, and renovations; maintain knowledge of and implement University and industry requirements, procedures, and standards; maintain knowledge of the Department's mission and establish goals in support of the same.

Assists the Director with Employee Performance Management System (EPMS) evaluations, staff training regimens, and staff development programs.

Job Duty Directs the gathering and entry of operational data into CMMS and PeopleSoft systems. Performs statistical analyses and prepares regular progress, energy performance, and departmental metrics reports for the Director. Conducts benchmarking studies against industry standards (e.g., APPA) to support continuous process improvements.

Job Duty Coordinates the practical execution and daily administration of the student experiential learning program, ensuring students complete meaningful service projects while gaining real-world engineering experience. Enforces established engineering guidelines, operations manuals, and standard operating procedures across departmental projects.

Job Duty Investigates risk factors and performs initial technical reviews for campus utility outage requests prior to submitting for Director/AVP approval. Serves as an operational contact with Facilities Planning, Design, and Construction, trades managers, contractors, and academic department representatives. Drafts project notification communications for campus faculty, staff, and students in coordination with departmental communications staff.
