The Opportunity:

The Associate Registrar for Technology and Compliance provides technical leadership and management expertise to support the development, enhancement, maintenance, and implementation of technology solutions central to the University's mission. With direction from the University Registrar, this Associate Registrar position partners with the division leadership team to foster an environment that sets clear expectations and is cohesive, imaginative, data-driven and results-oriented, furthering a culture that is guided by rigorous analysis, testing and data-informed planning.

This Associate Registrar position exhibits a high level of creative problem-solving ability, resourcefulness, and the competence needed to conduct business process evaluations, develop short- and long-term technology goals, make recommendations, and execute projects to improve processes and technologies while ensuring compliance with university policies, accreditation standards and state/federal regulations. This position collaborates closely with internal and external stakeholders such as Information Technology Services, Imaging, administrative staff, faculty, and third-party vendors and is critical in developing a comprehensive strategic and tactical technology infrastructure for the Office of the Registrar in support of the University's Strategic Plan.

With responsibility for managing seven employees (five business analysts and two transcript/record specialists) and supporting University-wide constituents and initiatives, this is a position for a highly motivated, skilled manager of people, programs and technology.

Responsibilities include the following:

Staff Development
  • Provide employees with timely and challenging professional development opportunities for improving their skills and increasing their office and institutional effectiveness to deliver the highest quality of technology-driven services for our constituents.
  • Maintain productivity and quality metrics for the team and office.
  • Ensure office staff are trained on system functionality, business processes, data standards, security requirements, reporting tools, and applicable policies.
  • Collaborate and enhance relationships within the office and across the University.


Operations
  • Serve as the technical expert for core student information system applications and related technologies
  • These information system applications include, but are not limited to, National Student Clearinghouse, NSLDS, Campus Solutions, Civitas, CourseDog, Parchment, Canusia, Imaging, Sharepoint and other products related to registrar responsibilities that interface with the student module.
  • Coordinate the accurate and timely transmission of required data and reports to internal and external entities.
  • Analyze operational and business processes to identify opportunities for increased efficiency, improved data integrity, and enhanced service delivery.
  • Respond to ad hoc reporting requests and provide analysis to support institutional decision-making.
  • Troubleshoot system and process issues, coordinate problem resolution, and communicate impacts and recommended solutions to appropriate stakeholders.
  • Maintain current documentation for critical systems, processes, procedures, and recurring operational activities.


Communications and Change Management
  • Develop clear communications regarding system changes, technical requirements, process impacts, implementation timelines, outages, enhancements, and operational expectations.
  • Translate complex technical and functional information into practical guidance for students, faculty, staff, administrators, and campus partners.
  • Review communications and instructional materials for technical accuracy, clarity, consistency, grammar, and alignment with University policies.
  • Coordinate change-management communications to support successful adoption of new systems, processes, reports, and technology-enabled services.


Compliance
  • Ensure compliance with federal, state, and university regulations and policies; design reports to support data integrity and access/role security.
  • Fulfill NSC, NSLDS, FVT/GE, internal audit, single audit and other federal reporting obligations within regulatory standards.
  • Delegate user role provisioning to campus registrar staff to process.
  • Know and apply FERPA and other data security policies. Oversee and approve all sensitive data requests.


Other Job functions include:
  • Represent the Office of the Registrar on enterprise technology, student information system, data governance, and process-improvement committees.
  • Participate in University projects involving academic records, enrollment, curriculum, registration, graduation, reporting, and student services.
  • Work additional hours during peak academic periods, system implementations, reporting deadlines, and special events as operational needs require.
  • Perform other duties as assigned by the University Registrar.

Qualifications

  • Demonstrated proficiency with enterprise systems like Ellucian Banner, Workday Student, or PeopleSoft.
  • Experience with database query tools, degree audit systems (e.g., DegreeWorks), and regulatory reporting to federal or state bodies.
