Job Summary:

The Assistant Vice President (AVP) of Case Planning and Family Services provides leadership, operational oversight, and accountability for assigned Enhanced Family Foster Care (EFFC) functions, including Case Planning, Adoption and Legal Services, and Home Finding. The AVP directly supervises the Directors of these areas and maintains general oversight of the staff and services within their departments. The AVP ensures coordinated, child- and family-centered practice; timely and effective permanency work; placement stability; regulatory and contractual compliance; strong staff performance; and achievement of established program outcomes. Working in partnership with the Senior Vice President, the AVP of Case Planning and Youth Services, and other EFFC leadership, the AVP ensures consistent practice, shared accountability, and effective coordination across the full EFFC program.

Duties & Responsibilities:

  • Provide direct supervision, leadership, and performance management to the Director of Case Planning, Director of Adoption and Legal Services, and Director of Home Finding, with general oversight of the supervisors and staff within those departments.
  • Establish clear priorities, deliverables, timelines, and measurable outcomes for assigned departments; monitor performance and require timely corrective action when expectations are not met.
  • Ensure Directors maintain effective supervision, appropriate staffing and caseload/workload distribution, staff development, performance accountability, and adequate coverage during vacancies, absences, emergencies, and periods of increased need.
  • Provide oversight of Case Planning to ensure child safety, family engagement, placement stability, required contacts, service coordination, timely documentation, court and service-plan requirements, and progression toward permanency goals.
  • Provide oversight of Adoption and Legal Services to ensure timely progression and completion of adoption, KinGAP, guardianship, termination of parental rights, subsidy, legal documentation, court-related activities, and other permanency requirements.
  • Provide oversight of Home Finding to ensure effective foster parent recruitment, certification/approval, retention, placement-resource development, home capacity and utilization, matching, and timely response to placement needs.
  • Ensure assigned departments identify, address, and escalate barriers affecting reunification, adoption, KinGAP, guardianship, placement stability, and other permanency outcomes, with documented follow-through through resolution.
  • Ensure children, youth, parents, foster parents, and families are meaningfully engaged in planning and receive coordinated, child- and family-centered services responsive to identified needs, strengths, permanency goals, and case circumstances.
  • Ensure compliance with ACS, OCFS, Family Court, contractual, regulatory, and SDFS requirements, including timely and accurate case records, contacts, assessments, service plans, legal/permanency documentation, placement records, approvals, and required entries in CONNECTIONS and other systems.
  • Use program data, dashboards, case reviews, audits, quality indicators, and supervisory reports to monitor performance and compliance, identify trends and risks, and direct corrective action and quality-improvement activities.
  • Provide leadership oversight for audits, heightened or enhanced monitoring, corrective action plans, and responses to identified compliance, practice, or operational concerns within assigned areas.
  • Work collaboratively with the AVP of Case Planning and Youth Services and all EFFC units, including Education/PYA/Fair Futures, WWK, Socio-Therapists, Parent Advocates, Family Team Conferencing, Accountability/Quality Improvement, and clinical supports, to ensure coordinated case practice, continuity of services, and shared problem-solving.
  • Participate in case conferences, placement and permanency reviews, interdisciplinary and leadership meetings, and other forums as needed to resolve complex matters, clarify responsibility, and ensure timely action.
  • Monitor staffing capacity, vacancies, resource needs, significant incidents, high-risk cases, placement concerns, legal/permanency barriers, and emerging operational risks; ensure matters are addressed promptly and escalated to the Senior Vice President when appropriate.
  • Prepare, review, and ensure timely submission of required reports, program updates, performance data, corrective actions, and other information requested by the Senior Vice President, agency leadership, ACS, OCFS, or other authorized entities.
  • Represent assigned EFFC functions with ACS, OCFS, Family Court, attorneys, providers, community partners, foster parents, and other stakeholders; maintain effective relationships and ensure commitments and action items are completed within established timelines.
  • Communicate significant program performance trends, risks, barriers, and recommended actions to the Senior Vice President and other appropriate agency leadership in a clear and timely manner.
  • Maintain flexibility in schedule, work location, and assignment based on child, family, program, emergency, and operational needs, including travel to agency sites, community locations, meetings, court, and other settings as required.
  • Provide leadership coverage and direct operational support when necessary to maintain continuity, address urgent matters, and ensure required program functions are completed.
  • Perform other duties and assume additional responsibilities as assigned by the Senior Vice President or agency leadership based on program and organizational needs.


Education & Experience

  • Master's degree in social work, human services, public administration, or a related field required.
  • LMSW or LCSW preferred.
  • Minimum of five (5) years of progressively responsible experience in child welfare, foster care, permanency, or related human services, including significant management responsibility.
  • Minimum of three (3) years of experience supervising managers or multidisciplinary teams; experience overseeing multiple program functions strongly preferred.
  • Valid New York State non-restricted driver's license required.


Physical Requirements:

  • Work includes office-based and field-based responsibilities, regular use of computers and electronic systems, and frequent interaction with staff, families, external partners, and oversight agencies.
  • Regular travel to agency locations, community settings, meetings, court, and other program-related sites may be required.
  • Work hours and location may vary based on child, family, program, emergency, and operational needs, including occasional extended or nontraditional hours.
  • The employee is regularly required to sit, stand, use mobility, communicate effectively, and perform routine office and field activities and may occasionally be required to lift or move up to 25 pounds.
