JOB DESCRIPTIONJOB TITLE: ASSISTANT VICE PRESIDENT, NYC HOUSING PROGRAMSDEPARTMENT: SERVICESSTATUS: EXEMPTLOCATION: NYCREPORTS TO: VICE PRESIDENT, SERVICESSALARY: $120,000-$130,000/YEARSUMMARY: The Assistant Vice President of NYC Programs provides leadership and oversight for the development, implementation, and expansion of the organization's NYC program portfolio. The AVP is responsible for coordinating all aspects of new program start-up, from operational applications and credentialing through recruitment, staffing, budget coordination, operational readiness, and program launch. Working in close partnership with executive leadership, external project managers, management entities, and key internal departments, including Finance, Human Resources, Facilities, and Real Estate Development, the AVP ensures that complex, interdependent workstreams remain coordinated and on schedule. The AVP monitors progress against established milestones, identifies and addresses potential barriers, facilitates timely resolution of operational issues, and promotes accountability across stakeholders to support the successful opening and implementation of new programs.
DUTIES & RESPONSIBILITIES:- Oversee the preparation, submission, and ongoing management of program applications through the OTDA Shelter Management System (SMS), ensuring required information and supporting documentation are complete, accurate, and properly maintained.
- Coordinate the collection, organization, and timely upload of all required documentation, inspections, certifications, credentials, and other supporting materials into the OTDA SMS system to facilitate program approvals and site openings.
- Collaborate closely with the Vice President and Chief Operating Officer to identify, troubleshoot, and resolve operational, regulatory, administrative, and logistical issues associated with the development and opening of new program sites.
- Research community-based resources and cultivate strategic relationships with community organizations and service providers that can support clients' needs and strengthen continuity and coordination across the continuum of care.
- Lead and coordinate the successful planning and implementation of new programs, ensuring operational requirements, staffing needs, documentation, and other program-startup activities are addressed.
- Manage recruitment and hiring efforts for new and expanding programs, identifying staffing requirements and coordinating the recruitment of qualified personnel as the organization's program portfolio grows.
- Partner closely with Human Resources to facilitate the timely onboarding of selected candidates and help ensure appropriate staffing is in place to support program launches and ongoing operations.
- Partner with the Vice President in the development and implementation of new programs and strategic initiatives, supporting organizational growth and the expansion of services.
- Develop and maintain strong collaborative relationships with the Department of Homeless Services (DHS), Community Boards, community-based organizations, partner agencies, and other key stakeholders to support successful program development and implementation.
- Provide guidance and operational support to Program Directors in identifying and resolving challenges associated with new site openings, helping facilitate an organized transition from program development to ongoing operations.
- Collaborate with the Vice President and Finance Department on the development of budgets for new programs and monitor startup expenditures to support effective financial planning and responsible use of program resources.
- Represent the organization on assigned committees, working groups, community partnerships, and external coalitions related to new program development, service coordination, and organizational initiatives.
- Perform additional responsibilities and special projects as assigned in support of departmental and organizational objectives.
EDUCATION AND QUALIFICATIONS:Master's Degree or the equivalent preferred, and five + years of senior-level administrative experience and a demonstrated ability to manage multiple programs serving homeless / special needs client populations. Candidate should have substantial experience working with NYS, NYC and federal funding agencies. Extensive experience in program development, strong managerial and administrative skills and experience in fiscal analysis.
Must have own car and valid NYS Driver's License.
