Introduction
The Department of Transportation & Capital Infrastructure (DTCI) is seeking a dynamic, detail oriented, and experienced Assistant Director to join our executive team. The Assistant Director-Business Operations is a critical leadership position, which will oversee a broad portfolio, including departmental Human Resources (HR), Information Technology (IT), Finance, Procurement, Administrative Services, Special Projects, and the Project Management Office (PMO) ensuring that the department runs efficiently, effectively, and is aligned with County objectives.
Job Summary
The Assistant Director will:
• Provide strategic and executive leadership of business operations, including HR, IT, Finance, Procurement, Administrative Services, Special Projects, and the PMO.
• Support and lead DTCI's strategic alignment to achieve the Board of Supervisors DTCI Strategic Objectives, DTCI's Equity and Inclusion Strategic Objectives, and DTCI's Strategic Plan.
• Lead the contracted PMO providing direction to staff, maintaining contract authority, and directing the program analysis and evaluation of the capital program execution.
• Program management of strategic multidepartment work groups and committees, directing agenda items and assignment of work products and tasks.
• Manage the DTCI contract portfolio, assessing current contracts and maintaining authority over DTCI divisional contract requests.
• Lead governance for DTCI O&M, capital contingency, and HR needs; exercise authority over DTCI AD resource request compliance; and facilitate the development of the CIP.
• Establish and oversee internal controls for program development and program review, ensuring policy compliance.
• Lead board communications to prepare timely, accurate, and strategic responses to inquiries from the Board of Supervisors.
• Oversee the preparation, review, and submission of all items presented to the Board of Supervisors and its standing committees, ensuring full compliance with departmental procedures and County administrative requirements.
• Monitor and analyze departmental performance metrics to identify areas for improvement and implement data-informed strategies that enhance operational efficiency and service delivery.
• Lead the development, revision, and implementation of department policies, plans, and standard operating procedures (SOPs), ensuring alignment with applicable County policies, administrative guidelines, and relevant laws and regulations.
• Be responsible for the project management of special projects that may involve sensitive issues for the Department or County.
• Build and maintain effective relationships with internal County departments, external agencies, community partners, and other stakeholders to further the department's strategic goals and objectives.
• Promote and uphold a professional and respectful work environment in accordance with County policies, procedures, and values.

• A results-oriented mindset with the ability to meet critical deadlines in a dynamic, fast-paced environment.
• Strong project and time management skills, with the ability to effectively prioritize tasks, delegate responsibilities, and oversee multiple concurrent initiatives.
Hiring salary commensurate with experience.
Minimum Qualifications
Master's degree in Business, Public Administration, Planning, Engineering or related field with at least five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role, preferably in a government setting; or equivalent combination of education and experience.
Experience in local government preferred.
Job Contingencies and Special Requirements
