Summary:Under the direction of the Accounting Manager, the Grant Financial Analyst serves as the financial manager for the District's Grants Fund, providing financial administration, analysis, accounting, reporting, and compliance support for federal, state, and local grant-funded activities. The position monitors grant-related budgets and expenditures, prepares financial analyses and projections, processes accounting transactions, and supports reimbursement, drawdown, closeout, and audit activities.
The Grant Financial Analyst serves as a financial resource to schools, departments, and grant program staff, providing guidance on grant financial requirements, District accounting systems, account coding, and financial procedures. The position collaborates with internal and external partners to ensure accurate financial reporting, resolve budget and accounting issues, and maintain compliance with applicable regulations, grant requirements, Board policies, and District procedures. The role is focused on the financial administration of grant funds rather than the programmatic management of individual grant awards.
Responsibilities: - Provide financial administration and oversight for assigned federal, state, and local grant funds, including budget monitoring, fiscal compliance, expenditure review, reimbursement requests and drawdowns, budget revisions, and timely grant closeout. Ensure financial activities are accurately recorded and administered in accordance with grant requirements, applicable regulations, Board policy, District procedures, and approved program budgets.
- Perform financial analysis across assigned grants and programs, including staffing/FTE costs, budget-to-actual results, projections, reconciliations, account coding, and month-end balances. Identify and resolve budget variances, funding concerns, and reporting discrepancies in collaboration with schools, departments, and district leadership.
- Prepare, review, and approve journal entries, process payroll corrections, manage general ledger labor distributions, calculate indirect costs, and manage the federal time and effort certification process. Review and monitor capital assets purchased with grant funds to ensure proper accounting, coding, documentation, inventory requirements, and compliance with applicable grant requirements and Board policies. Develop, document, and implement processes to improve procedures for day to day responsibilities.
- Prepare and review fund financial statements. Provide financial analysis to support planning and contribute to assigned sections of the District's annual budget documents. Prepare audit work papers, schedules, reconciliations, and adjustments for the District's annual financial audit and Single Audit, and assist with auditor inquiries as needed.
- Provide financial guidance, training, and technical assistance to schools, departments, and grant/program staff on grant requirements, accounting systems, coding, and procedures. Monitor fiscal communications from granting agencies and maintain related departmental resources, forms, and guidance materials.
- Perform other duties as assigned.
Qualifications: Required:- Bachelor's Degree with a major pertinent to the position requirements: Finance/Accounting/Business Management
- Minimum of three years experience in: accounting, financial analysis, governmental finance, or grant fiscal management.
- Advanced Microsoft Excel skills
- Advanced personal computer and software skills along with extensive knowledge in accounting, budget development and financial analysis
- Excellent oral and written communication skills
Preferred: - State and/or federal grant fiscal management experience
- Certified Public Accountant (CPA) License
- Certified Public Finance Officer (CPFO) certification
- School Finance Officer (SFO) certification
Salary Information:Salary Range 3 : $72,087 - $108,131
Salary Placement varies according to experience and education.*Pay range listed above is for employees newly hired to BVSD or current BVSD employees that are new to the employee group (existing employees currently in this unit please refer to the pay range on the appropriate salary schedule).
