The Opportunity:
CACI is seeking an experienced Agile Delivery Manager to support the Department of Homeland Security (DHS) Office of the Inspector General (OIG). This role offers a unique opportunity to help a growing applications directorate mature how it plans, builds, tests, secures and releases software, and to turn newly adopted practices into simple, repeatable processes that work in anyone's hands.
As the Agile Delivery Manager, you will work directly with the leader of OIG's Solutions directorate, which builds what OIG customers ask for across AI applications, Power Apps, Microsoft Dynamics, an investigation case system, .NET, SharePoint and a content management system. The directorate has recently adopted an agile process and Jira and is moving toward continuous integration and delivery. Your main job is to mature how the directorate delivers: assess where its practices stand today, define the target state and lead the work to get there, through a software development playbook that brings Agile and DevSecOps together, engineering and release standards, CI/CD recommendations, security and compliance controls built into the process, and the metrics, documentation and training that make the new way of working stick. You will also serve as the directorate's Scrum Master, running sprints and Jira boards across its applications, so the process you design is the process teams use every day. You will work with directorate leadership, Government Product Owners, developers, a business analyst, a UI/UX designer and a technical writer.
The position is primarily remote, with on-site work at
DHS OIG headquarters in Washington, DC as requested, during core hours of 7:00 AM to 7:00 PM Eastern. Join us to help OIG deliver faster, with less ambiguity and fewer surprises.
Responsibilities:
• Assess the directorate's current software delivery practices, tools and applications against an established maturity framework, and deliver a Modernization Opportunity Assessment with a prioritized improvement roadmap
• Author and maintain a Software Development Playbook that combines Agile and DevSecOps into one delivery process for all development areas, from intake and requirements through prototyping, development, testing, user acceptance, usability and Section 508 review, release and maintenance
• Define engineering standards for coding, testing and security, including source control and branching, code review, automated testing and code scanning, and help teams adopt them
• Recommend CI/CD pipeline designs and write configuration guides that move teams to source-controlled, automated build, test and deployment
• Establish a Release Management Framework aligned with OIG change management, covering release gates, change requests, test evidence, and deployment and rollback plans
• Define the maintenance and support process, including post-release reviews, incident response reports and the loop that returns defects and customer feedback to the backlog
• Develop a Security and Compliance Controls Implementation Plan that builds OIG security, privacy and Section 508 requirements into each stage of delivery rather than adding them at the end
• Serve as Scrum Master for the directorate's development teams across all applications, facilitating sprint planning, daily scrums, sprint reviews and retrospectives
• Work with Government Product Owners and the business analyst to refine requests into user stories with clear acceptance criteria, lead estimation with developers, and keep sprint loading matched to what each team can deliver
• Set up and run a shared Jira structure across all applications, with standard statuses for consistent reporting and room for each team's own workflow, and build backlog health and delivery metrics dashboards (for example cycle time, throughput, velocity, defect trends and backlog age)
Set standards and templates for sprint review packages and UAT coordination so customers and Government Product Owners review working software and sign off consistently
• Help define how requests arriving through the directorate's intake process are classified (for example Power App, full-stack application or AI application) and routed to the right team
• Stand up a software support knowledge base and documentation repository with the technical writer, holding process documents, standards, templates, runbooks and user guides
• Develop training materials for development teams, coach Government staff and developers on new practices, and track adoption
• Remove impediments across teams and escalate cross-team dependencies, risks and decisions to directorate leadership
• Report progress to directorate leadership, and provide inputs to biweekly status briefings and monthly progress reports
Qualifications:
Required
• Bachelor's degree in a relevant field and at least 10 years of relevant experience in program or project management, software delivery or process improvement, or technology portfolio management
• U.S. citizenship and the ability to obtain and maintain a DHS Public Trust (High Risk) fitness determination
• Demonstrated experience leading software delivery process improvement or maturity efforts across several development teams, including writing the playbooks, standards and templates teams use day to day
• Demonstrated experience as a Scrum Master or agile delivery lead for several software development teams, or a current Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) combined with experience leading process change across technical teams
• Working knowledge of DevSecOps practices, including CI/CD, automated testing, source control and release management under change control
• Experience using Jira or a similar tool (such as Azure DevOps) to manage backlogs and sprints and to set up boards and dashboards for reporting
• A technical background strong enough to set engineering standards with developers and judge trade-offs, for example in .NET, Microsoft Power Platform, Dynamics 365, SharePoint or cloud application development
• Strong written and oral communication, including coaching development teams and briefing senior Government leaders
Desired:
•PMP, PMI-ACP, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe or ITIL 4 certification
•Experience configuring Jira projects, workflows and dashboards, including within a centrally managed enterprise Jira instance
•Experience with GitHub or Azure DevOps pipelines, code scanning tools, and release management under federal change control
•Experience applying delivery maturity models or measures such as CMMI, DORA metrics or a DevSecOps maturity model
•Familiarity with NIST SP 800-53, the NIST Secure Software Development Framework (SP 800-218), FISMA and Section 508 testing
•Experience delivering AI or generative AI applications, and familiarity with Azure AI Foundry, Azure OpenAI or Databricks
•Experience in inspector general, audit, investigative, law enforcement or other federal oversight environments, including the handling of SPII, Law Enforcement Sensitive and FOUO information
