Job Description
Seeking a
Program Manager with extensive experience in C4ISR Ship and Shore-Based Installations to manage professional engineering, technical, logistics, and data services personnel in the development of products necessary to support Naval Surveillance and Advanced Radar Systems for the Sensors, Weapons & Launchers Department (E-Dept. at Naval Surface Warfare Center Port Hueneme Division (NSWC PHD), Port Hueneme, California.
Responsibilities:- The Program Manager shall have complete responsibility and authority for the planning, execution, control, and reporting of all aspects of the Contractor's efforts including Subcontractor efforts. Provide overall management of personnel and subcontractors supporting the following:
- In-Service Engineering, Acquisition Engineering, Software Support (ISEA/AEA/SSA)
- Integrated Logistics/Integrated Product Support (ILS/IPS) and Sustaining Engineering Installation Services, Support, and Coordination
- Programmatic and Project Management
- Support Staging Facility Support Services
Responsibilities:- System Engineering and Supportability

- Test and Evaluation
Experience:- A minimum of three (3) years of experience within the last five years in program/project management with Naval Surveillance and Advanced Radar Systems
- Managing programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives
- Planning and developing methods and procedures for implementing program, directing and coordinating program activities, and exercising control over personnel responsible for specific functions or phases of program
- Staffing personnel according to knowledge and experience in area with which program is concerned
- Explaining program and individual responsibilities for functions and phases of program
- Reviewing reports and records of activities to ensure progress is being accomplished toward specified program objective and modifying or changing methodology as required to redirect activities and attain objectives
- Preparing program reports for superiors and customers
- Controlling expenditures in accordance with budget allocations
- Position requires extensive knowledge and experience in the following areas
- C4ISR Ship and Shore-Based installations in accordance with Joint Fleet Maintenance Manual (JFMM), NAVSEA Tech Spec 9090-310 and NAVSEA Standard Items
- Ability to manage personnel and projects in multiple CONUS/OCONUS locations
- Specific knowledge of Naval Surveillance and Advanced Radar Systems
- General knowledge in the areas of: ISEA Program Support, ILS/IPS Support, System Engineering and Analysis, C4ISR Integration and Test and Evaluation
- Fifteen (15) years of technical experience in Engineering to include: ISEA Equipment Support, System Support and Programmatic Support
- Eight (8) years Program Management Experience to include: Technology Assessments, Systems Engineering, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning
- Five (5) of those years shall be at a supervisory level for engineering management of Naval electronics and communications equipment and systems. Supervisory experience shall include developing program metrics, budgets and schedules and coordinating efforts of multiple task activities
- Experience must include knowledge of Federal Acquisition Regulations (FAR) and DoD procurement policies and procedures
Job Requirements
Qualifications and Educational Requirements:- A Master's Degree from an accredited university in engineering, computer science, math or a business discipline is required. For equivalency purposes, two years of experience with Naval Combat Systems Integration is considered equivalent to one year formal education/training.
- A minimum of fifteen (15) years program management associated with Combat Systems development
- Demonstrated experience managing design services and material kitting projects in support of fleet introduction of combat systems
Preferred Skills:- Proficient with Microsoft Office Suite including Word, Excel, PowerPoint, and Project
- Familiarity with Adobe Acrobat Pro
- Knowledge of Shipboard Installation practices IAW NAVSEA Tech Spec 9090-310
