Deputy Director
The Massachusetts Department of Revenue Child Support Services Division seeks a Deputy Director to manage the CSS Finance group located in Boston.
DOR/CSS utilizes a hybrid work model where employees work both in-office and remotely, depending on operational needs. Candidates must ensure they have the appropriate work environment for telework, including but not limited to, connectivity, and resource access to conduct their job duties while remote. Candidates will be required to travel to offices where they have direct reports to meet with and/or supervise their staff. Candidates must be able to supervise and be supervised remotely and must be able to work effectively in an isolated setting. Candidates must be organized, highly disciplined, conscientious, motivated, and committed to utilizing identified tools for successfully performing in a remote setting. Candidates must be available to travel to their officially designated work location with as little notice as the same workday should an exigent circumstance arise.
Duties
Federal Reporting
Oversees the preparation and submission of the federal reports which capture financial and programmatic statistics for the Massachusetts child support services program including the ongoing review of system data to identify and resolve potential reporting issues.
Monitors CSS's progress toward meeting the federally established performance measures, issuing periodic status updates to CSS senior management, and forecasting year-end results.
Coordinates the annual federal data reliability audit which includes meeting/communicating with the federal auditors, submitting the required data files to the auditors for review, coordinating any onsite reviews by the auditors at CSS offices or CSS contractor sites, and preparing the final audit responses report for CSS executive management review.
Coordinates the federal Advanced Planning Document submission and the required periodic follow-up reporting for CSS. Identifies scope of projects, procurement of services and equipment and estimates project completion timelines.
Oversees the preparation and submission of federal financial reports concerning CSS's interdependent operations with the Massachusetts Probate and Family Court Department.
Financial Account Reconciliation
Manages the reconciliation of all cash collection and disbursement activities performed by the lockbox vendor, Depository and Disbursement Banks, and the COMETS HD system.
Oversees the preparation of daily posting activities and financial adjustments on the Solomon General Ledger System in accordance with and generally accepted accounting practice
Technical Oversight
Oversees the design, development, and implementation of new ad hoc financial and programmatic reports for use by CSS Finance staff; and the enhancement/modification of existing reports. Collaborates with the Information & Analysis Director and staff on federal and state reporting and development of dashboards and other reporting tools.
Collaborates with CSS Finance's COMETS HD liaison and the COMETS HD business analysts in developing and testing new COMETS HD generated financial reports; and addressing and resolving issues with these reports.
Oversees the review of CSS Finance key functions and related software applications
State Budget Management
Collaborates with the Director of CSS Finance, the CSS Deputy Commissioner, and DOR Financial Services budget analysts in monitoring CSS's overall operational budget and associated financial accounts.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
