DescriptionAbout The Division: The mission in the Division of Administration is to plan, facilitate and coordinate the provision of quality support services to all employees and Divisions of the agency in an ethical and professional manner.
About This Position:The Accounting Manager serves as a strategic expert, researching, analyzing and making recommendations regarding complex issues and accounting related projects. This position coordinates the day-to-day operations of the agency's cash receipting process and provides financial guidance, coordination and technical support to fiscal and program staff on all phases of accounting. This position supports the Department's mission by managing resources and leveraging technology to maximize performance and customer service.
Duties Some of What You Will Do:- Act as the fiscal representative in complex, agency and statewide projects involving organizational change, process improvement, and policy development. Work with multi-disciplinary project development teams to implement systems and determine policy, procedure, and staffing requirements.
- Develop, interpret, implement and administer agency fiscal policies, procedures, and processes to ensure that agency business decisions are sound.
- Participate with agency management on complex issues involving statewide financial policies and regulations.
- Ensure compliance with statewide and DFI fiscal policies, procedures, and best practices.
- Ensure compliance with generally accepted governmental accounting and auditing standards.
- Identify, develop, and maintain an effective system of internal controls.
- Analyze, investigate, and resolve accounting transaction discrepancies and policy issues as they arise.
- Manage the day-to-day operations of the fiscal office to include: orchestrating vendor invoice processing and reviewing for compliance with OFM and DES regulations, as well as DFI policies; monitoring coding and documentation for compliance with the agency chart of accounts and OFM regulations; and ensure the timely processing of vendor payments and related transactions.
- Manage the review and processing of travel expense vouchers in the Travel Expense Management System (TEMS).
- Lead the inspection of travel vouchers and make independent judgments regarding compliance with OFM regulations and DFI policies.
- Review source coding for consistency with the agency chart of accounts and OFM regulations.
- Ensure complete and accurate records of agency fixed assets.
- Prepare journal vouchers to make internal transfers, adjustments, and corrections. Oversee the preparation of reports filed with various government agencies on DFI's behalf, including quarterly reports to IRS, L&I, DOR, and federal 1099 and 1098 Tax forms.
- Supervise fiscal staff and assess employee performance.
QualificationsRequired Qualifications:Supervisory experience. Advanced knowledge of requirements of OFM's State Administrative and Accounting Manual (SAAM). Experience with Washington State financial systems.
Preferred/Desired Qualifications:Positions typically require a Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and four to five years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
Supplemental Information Official Workstation:DFI has a hybrid work schedule with up to three days of telework and your specific telework arrangement will be determined by your supervisor. Your official work station will be the Tumwater headquarters office.

Sick Leave Full-time employees earn eight hours of sick leave per month. Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
