Under the general direction of the Director of Planning, the Senior Manager of Airspace and Land Use Planning is responsible for overseeing and updating, as necessary, all airspace surfaces within Hillsborough County, as well as managing land use planning, height zoning, and development permit reviews for projects within Hillsborough County and at the Authority's four airports. This position ensures that comprehensive plans are aligned with the authority's strategic plan, Height Zoning Regulations and are consistent with applicable City and County plans.
COMPENSATION: $134,807 - $136,662 based on experience
ESSENTIAL FUNCTIONS
• Ensures that projects for the four airports and related studies are produced in a manner that meets authority goals, level of service standards, performance measures and program needs.
• Responsible for conducting Part77/TERPS airspace analyses for projects on- and off-airport property and providing technical support related to airspace planning for general aviation airport master plan/ALP updates.
• Responsible for leading and managing the Authority's Height Zoning permitting process for projects on- and off-airport property.
• Manages and maintains the GIS height zoning database.
• Produce or supervise the development of inter-local agreements, height zoning regulation updates, FAA reimbursable agreements, regulations, reports or technical memorandums regarding navigational aids, on- and off-airport land use plans and others.
• Conduct reviews of City and County comprehensive plans, site plans, lan use amendments, rezoning petitions, DRI/amendments, special use permits, Project Development Environmental (PDE) studies, new school sites for compatibility with Authority's airports.
• Adheres to all safety protocols and regulations while performing tasks to ensure a safe working environment, including proper use of personal protective equipment (PPE) and reporting potential hazards.
• Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
• In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
• Bachelor's Degree in Aviation Management Engineering, Urban Planning, Architecture, or related field.
• Six (6) years experience in airport land use planning and airspace planning .
• Or equivalent combination of education, training, and experience.
• Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
• Ten (10) years of experience in airport land use planning and airspace planning.
• Master's Degree in Aviation Management, Architecture, Engineering, Urban Planning, or a related
field.
KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of airport planning and operations.
• Knowledge of federal and state regulations related to airport development and airspace regulations.
• Knowledge of CAD and GIS standards and practices.
• Experience using CAD and GIS for airspace and land use planning functions.
• Knowledge of height zoning regulations and their implications for airport development and airspace management.
• Skill in project management methodologies, including budgeting, scheduling, monitoring, and risk management.
• Knowledge of contract administration, including preparation, review, and enforcement of planning, architectural, engineering, and construction contract documents.
• Knowledge of budget-setting, monitoring, and financial reporting processes related to airport development projects.
• Skill in analytical and critical thinking to identify issues, develop solutions, and make informed decisions under pressure.
• Ability to communicate effectively orally and in writing.
• Ability to establish and maintain effective working relationships with others within and outside the Authority.
• Ability to handle restricted, sensitive, and confidential information.
