Responsibilities: - Develop engagement plans, objectives, and lines of effort that support campaign goals, operational priorities, and commander's intent.
- Design and synchronize Key Leader Engagement (KLE) strategies with Information Operations (IO), Operations in the Information Environment (OIE), and broader operational activities.
- Conduct stakeholder analysis to identify key leaders, influencers, decision-makers, partner organizations, and audiences critical to mission success.
- Develop engagement themes, messages, talking points, and supporting materials tailored to operational objectives and target stakeholders.
- Coordinate with joint, interagency, multinational, partner nation, and commercial stakeholders to align engagement activities and ensure unity of effort.
- Integrate engagement planning into operational planning processes, campaign assessments, and information environment activities.
- Develop engagement synchronization matrices, campaign support plans, event concepts, and operational reporting products.
- Assess engagement effectiveness, analyze stakeholder feedback, and recommend adjustments to improve outcomes and achieve desired effects.
Qualifications: - Bachelor's degree and 8+ years of experience
- 3+ years supporting engagement planning, Key Leader Engagements (KLE), Information Operations (IO), Operations in the Information Environment (OIE), strategic communications, civil affairs, or related mission areas.
- Demonstrated experience developing engagement strategies, stakeholder engagement plans, communication objectives, and operational support products.
- Experience supporting military, interagency, partner nation, multinational, or whole-of-government engagement efforts in complex operational environments.
- Proven ability to analyze stakeholder networks, operational conditions, and audience dynamics to inform planning and decision-making.
- Strong written and verbal communication skills with experience preparing executive-level briefings, reports, and engagement products for senior leaders.
Desired Qualifications: - Master's degree in International Relations, Strategic Communications, Political Science, National Security Studies, Public Policy, or a related field.
- Experience supporting Combatant Commands, Joint Task Forces, interagency organizations, partner nation engagements, or strategic competition initiatives.
- Demonstrated experience integrating engagement planning with campaign design, influence activities, behavioral analysis, information environment operations, or whole-of-government initiatives.
