Full Job Description
Sigma Defense is seeking a Senior Training Specialist: Learning & Performance Solutions (L&PS) tobring more than general training or instructional experience. We are seeking a senior professional who understands the Navy MPT and training lifecycle and can connect system acquisition and technical requirements to executable training solutions for the Fleet.

Ideal candidates will have recent, direct experience developing Navy training requirements and documentation; coordinating with acquisition program offices and training organizations; applying instructional systems principles; integrating training across multiple systems and capabilities; and supporting the introduction of new or modernized Navy systems into the training enterprise.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
  • 10 years of relevant professional experience supporting training, learning and performance, MPT, instructional systems, Navy acquisition, or closely related activities.
  • Demonstrated ability to work independently on high-visibility or mission-critical programs.
  • Demonstrated experience developing and supporting formal training documentation such as FEAs, TRPs, NTSPs, and/or TSPs.
  • Experience analyzing training requirements and translating technical/system requirements into effective training solutions.
  • Experience supporting Navy, DoD, or comparable complex technical training programs.
  • Knowledge of instructional design, learning/performance principles, and training-development methodologies.
  • Strong written and verbal communication skills with the ability to coordinate across program offices, technical organizations, training commands, Fleet stakeholders, and senior leadership.
  • Must be a U.S. citizen.

Candidate Differentiators:
  • Direct experience supporting NAVWAR, NAVWAR PEOs, NIWC, NETC, NAVIFOR, or other Navy Systems Commands.
  • Experience supporting Navy acquisition programs throughout the system/training lifecycle.
  • Working knowledge of OPNAVINST 1500.76 series, NAVEDTRA 130 series, and applicable NAVWAR/SPAWAR training policies and processes.
  • Hands-on experience developing FEA, MTRP, NTSP, TRP, TSP, JTA, TSA, TSRA, TSD, TDCP, and/or TEEP products.
  • Experience with HARPS and other Navy/NAVWAR training and acquisition information systems.
  • Experience with Information Warfare, C4I, cybersecurity, or other NAVWAR systems and capabilities.
  • Experience with RRL, LVC, SCORM, CBT/WBT, simulation, or other advanced learning technologies.
  • Experience leading multidisciplinary training teams or overseeing junior training, instructional design, or MPT personnel.
  • Active TS/SCI clearance.

Personnel Clearance Level:
  • Candidate must possess an active Secret security clearance or higher. All personnel assigned to the task order must possess or maintain at least a Secret clearance.

Education Requirements:
  • Master's degree from an accredited college or university in engineering, technical, scientific, managerial, or other applicable field consistent with contract labor-category requirements.

Essential Job Duties (not all-inclusive):
  • Conduct comprehensive Front End Analyses (FEAs) and training estimates addressing manpower, personnel, training, management, and acquisition requirements for Navy programs, capabilities, and Families of Systems.
  • Develop and support training-analysis artifacts such as Job Task Analyses (JTA), Training Situation Analyses (TSA), Training Systems Requirements Analyses (TSRA), Training Situation Documents (TSD), Manpower and Training Requirements Planning (MTRP), Training Device Coordinating Papers (TDCP), Military Characteristics (MC), and Training Effectiveness Evaluation Plans (TEEP) in accordance with applicable Navy guidance.
  • Draft, update, coordinate, route, and support approval of program training documentation, including Training Requirements Plans (TRP), Navy Training System Plans (NTSP), and Training Systems Plans (TSP).
  • Conduct MTRP and support development of effective MPT profiles early in the acquisition lifecycle; enter and maintain applicable training information using the Human Analysis and Requirements Planning System (HARPS).
  • Coordinate and track Training Installation and Transfer Agreement activities associated with installation and transfer of Technical Training Equipment and Training Devices.
  • Review NAVWAR NTSPs and provide recommendations for updates and changes.
  • Apply Instructional Systems Design (ISD) principles to develop training materials based on system operations, technical requirements, and program documentation.
  • Develop, review, update, and maintain curriculum and training materials, including sustainment curriculum maintained in accordance with the NAVEDTRA 130 series.
  • Coordinate with Naval Education and Training Command (NETC) learning centers and other stakeholders to facilitate training transition.
  • Plan, coordinate, and execute training events; deliver curriculum when required; maintain student training records; and participate in Fleet training validation and verification events.
  • Analyze and recommend appropriate training technologies and delivery methods, including Computer Aided Instruction, Computer Based Training (CBT), Web Based Training, SCORM, simulation, Live Virtual Constructive (LVC) environments, intelligent tutoring systems, and emerging training technologies.
  • Provide subject matter expertise in learning theory and instructional-system principles, methods, practices, and techniques.
  • Conduct enterprise and cross-system training analyses involving NAVWAR and Information Warfare systems to improve training effectiveness, operational proficiency, and workforce performance across platforms and warfighting domains.
  • Support Navy enterprise training initiatives such as Ready Relevant Learning (RRL) and recommend approaches for interoperability, capability-based training, cross-system solutions, and modernization of training content.
  • Support NAVWAR/PEO training councils, training roadmaps, MPT Advisory Boards, Fleet Training Wholeness activities, and other enterprise training working groups.
  • Develop and support integrated training solutions and Training Investment Strategies that leverage existing training capabilities while planning for future technologies and Fleet requirements.
  • Support Training Support Agency (TSA) activities for systems entering production, including initial training plans, training packages, initial cadre/instructor and maintenance training, installation of new training equipment, and initial training for new production equipment.
  • Support development of technical or journeyman manuals, instructor guides, and trainee measurement aids for new or significantly modified systems.

Salary Range: $130,000 - $145,000 annually.
