Description
OES has immediate openings for a
Wisconsin Construction Services Lead in
Madison, Milwaukee, or Green Bay.
Key Responsibilities: Project Leadership & Delivery- Lead construction administration and inspection services on WisDOT highway and infrastructure projects
- Serve as project leader/project manager responsible for scope, schedule, budget, and quality performance
- Oversee construction contract administration, including: Submittals, change orders, and pay estimates, Contractor compliance with plans, specifications, and WisDOT standards, and Project documentation, reporting, and close-out.
- Conduct and/or lead progress meetings with WisDOT, contractors, and stakeholders
- Resolve construction issues related to field conditions, design conflicts, and contractor performance
Client & Stakeholder Management- Serve as primary point of contact with WisDOT and local agency clients
- Build and maintain strong working relationships with WisDOT regional staff
- Represent the firm in project interviews, coordination meetings, and industry events
- Provide constructability input to internal design teams and clients
Staff Leadership & Resource Management- Lead, mentor, and develop construction staff including project leaders, inspectors, and technicians
- Assign and manage project teams, ensuring efficient resource utilization across projects
- Provide technical guidance and quality oversight for CEI services
- Support recruitment and retention of construction services personnel
Business Development- Support business development activities related to WisDOT construction services: Notices of Interest (NOIs), Construction Fair interviews, and proposal development
- Identify and pursue new construction administration opportunities
- Collaborate with transportation design and planning teams to expand service offerings
Program / Practice Leadership- Support growth and strategic direction of the Wisconsin construction services practice
- Develop and implement best practices for construction management and inspection
- Assist with forecasting workload, staffing needs, and market trends
Requirements
Minimum Qualifications:- Bachelor's degree in Civil Engineering from an ABET-accredited university (or closely related field with equivalent accredited credentials)
- 7+ years of construction administration, including WisDOT or similar DOT projects
- Demonstrated experience serving as project leader or project manager on transportation construction projects
- Strong knowledge of WisDOT Standard Specifications, Construction & Materials Manual (CMM), and Facilities Development Manual (FDM)
- Strong knowledge of construction materials, testing requirements, and acceptance procedures for roadway and bridge projects
- Strong knowledge of construction documentation, pay quantities, and contract administration processes
- Proven ability to manage project scope, schedule, and budget• Valid driver's license and ability to travel to project sites throughout Wisconsin
Preferred Qualifications:- Professional Engineer (PE) license in Wisconsin (or ability to obtain within 6 months)
- WisDOT Highway Technician Certification Program (HTCP) certifications (e.g., Transportation Materials Sampling & Testing, Asphalt, Concrete, Grading, or Nuclear Density)
- 10+ years of WisDOT construction experience, including complex highway and/or bridge projects
- Demonstrated experience leading multiple concurrent projects or managing a construction services group or region
- Proven success in business development, including preparation of Notices of Interest (NOIs), proposals, and participation in WisDOT Construction Fair interviews
- Strong background in construction materials engineering/testing, including interpretation and application of WisDOT CMM requirements
- Experience with AASHTOWare Project, Primavera P6, and/or other construction management and scheduling platforms
- Experience providing quality and constructability reviews and coordinating effectively with design teams during project development
- Demonstrated ability to mentor staff, build teams, and develop future project leaders
- Strong relationships with WisDOT regional staff, local agencies, and the contractor community
- Experience working in a consulting engineering environment with responsibilities for financial performance (utilization, project profitability)
