Project Manager in
Spokane, WA, Boise, ID, Coeur d'Alene, ID, Pocatello, ID, or
Salt Lake City, UT.
The ideal candidate will lead complex municipal (special purpose district and/or city) water and wastewater projects. This role is suited for an experienced engineer who can independently manage major projects and/or design tasks, play a key role in mentoring staff, and focus on delivering high-quality projects while managing and building client relationships, financial performance, and team coordination.
What You'll DoKey Responsibilities:Project Management, Technical Leadership, & Delivery - Lead planning and design for municipal (special purpose district and/or city) water and wastewater systems, including:
- Conveyance and pumping systems
- Storage and distribution systems
- Collection systems and treatment facilities
- Manage scope, schedule, budget, and quality
- Coordinate multidisciplinary teams and subconsultants
- Oversee project financials including forecasting, invoicing, and profitability
- Ensure successful project closeout and client satisfaction
- Manage complex design tasks and coordinate multidisciplinary teams
- Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimates
- Ensure compliance with applicable regulatory requirements and design standards
- Serve as Engineer of Record or technical lead on projects
Client Management & Business Development - Serve as primary point of contact for key municipal (special purpose district and/or city) water/wastewater clients
- Build and maintain strong client relationships
- Identify new opportunities, support proposal development, and collaborate on market growth strategies
- Support or lead proposal development and project pursuits
- Represent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presence
Team Leadership - Lead and mentor project teams
- Provide direction to task leaders and technical staff
- Mentor and develop junior staff, fostering collaboration and accountability
What You BringRequired Qualifications:- Bachelor's degree in Civil Engineering (or related field); PE license required or ability to obtain
- 8+ years of progressive civil engineering experience, with a focus on water and wastewater systems
- Strong experience in municipal (city and/or special purpose district) water/wastewater system design
- Experience managing municipal water/wastewater projects through multiple phases of delivery
- Proven ability to lead design tasks and coordinate project teams
- Familiarity with public agency processes, permitting requirements, and regulatory coordination
- Experience supporting full project lifecycle, from planning and design through construction
- Proficiency with standard engineering tools (e.g., hydraulic modeling, drafting/design software, Bluebeam, spreadsheets)
- Strong communication and technical writing skills
- Experience mentoring or supervising junior staff

- Potential salary range: $110,000/annually - $150,000/annually
