SummaryHII - Mission Technologies seeking a highly qualified Program Manager (PM) to support the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). The PM will provide senior level leadership, strategic guidance, and management oversight for a large, complex, multi national aviation services program conducted at both CONUS and OCONUS locations. The ideal candidate possesses strong executive leadership skills, extensive experience in program integration, aviation operations support, and a proven ability to lead large multidisciplinary teams operating in austere, dynamic, and sometimes hostile environments.
Primary program management activities are headquartered at Patrick Air Force Base, Florida, with travel to multiple OCONUS locations as required by mission needs.
The Program Manager acts as a primary interface with U.S. Government stakeholders, oversees program performance across operations, maintenance, logistics, and training functions, and ensures compliance with all contractual, regulatory, and international requirements. The PM must be capable of rapid decision-making, effective risk management, and developing/implementing strategies that directly support INL/A's mission of providing safe, secure, and responsive aviation support worldwide.

What You Will Do- Provide full-spectrum program management oversight for all INL/A contract requirements including operations, aviation services, logistics, maintenance, engineering, training, safety, and quality assurance.
- Serve as the principal point of contact with the Government Program Directorate, COR, GTMs, and associated U.S. Embassy Country Teams, ensuring timely communication, coordination, reporting, and issue resolution.
- Direct all phases of program execution from initiation through completion, ensuring adherence to cost, schedule, and performance baselines while maintaining rigorous safety and quality standards.
- Lead program review sessions, present cost/schedule/technical performance data, and oversee risk identification, mitigation, and mission planning in support of INL/A operations.
- Coordinate across multiple contractors, subcontractors, and associate contractor agreements to achieve seamless integration of aviation operations, logistics, IT services, maintenance, and support activities.
- Ensure program compliance with all applicable federal acquisition regulations, export controls (ITAR/EAR), aviation regulatory standards, and INL/A directives.
- Oversee workforce planning, recruitment, and retention of U.S. Expatriate, TCN, and local-national personnel to support nationalization strategies and operational requirements.
- Maintain oversight of safety programs, quality assurance processes, and internal controls to promote continuous improvement and prevent mishaps in high risk environments.
- Manage program data accuracy and reporting requirements, ensuring all forms, records, and deliverables are produced on time and in accordance with contract and regulatory guidance.
- Develop and implement strategic recommendations to improve lifecycle sustainment, operational efficiency, and fleet modernization in support of INL/A goals.
- Represent the contractor in operational planning, coordination meetings, and interagency forums, ensuring alignment with INL/A mission objectives and foreign mission requirements.
What We Are Looking For- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Minimum 10+ years leading complex mission operations or large-scale aviation programs.
- Experience managing programs valued at $100M+.
- Minimum 10 years of broad, in-depth senior management experience in business process development, organizational leadership, project/program management, process improvement, or change management.
- Demonstrated expertise directing large, complex aviation or technical programs, including multi task, high complexity operations with diverse staff and subcontractors.
- Proven ability to lead cross organizational teams, diagnose and correct organizational performance gaps, and manage large scale mission critical programs.
- Experience conducting strategic and tactical planning, implementing change initiatives, and ensuring performance outcomes in demanding operational environments.
- Extensive experience engaging with senior U.S. Government officials, international stakeholders, and host nation partners.
- Clearance Must posses and maintain a SECRET Clearance.
- Strong English communication skills (written and verbal).
Preferred: Bonus Points For...- Master's Degree from an accredited institution or equivalent is required by the task order.

- Aviation SMS, QA/QC, or eMRO systems.
