Full Job Description
Role Summary: The Vice President of Program Services and Operations provides strategic and operational leadership across Day, Residential and Family Support programs. Reporting to the Chief Program Officer, this role supports and guides program leadership, ensures services align with the organization's mission, vision, and values, and promotes collaboration across all service areas. The position also leads strategic initiatives, develops policies and procedures, and ensures high-quality, effective, and fiscally responsible service delivery.

This position operates at both strategic and operational levels, manages multiple programs and budgets while also developing staff, strengthening community/referral relationships, improving admissions, and ensuring regulatory compliance.

Role Requirements:

  • Bachelor's degree in human services or related field. Master's degree preferred.
  • At least ten years of experience working with people with developmental disabilities including in a Residential setting.
  • At least five years' experience in leadership position.
  • Current working knowledge of OPWDD, DOL, DOH, and ACCES-VR regulations; applicable federal, state, and local, codes, and regulations.
  • Must be able to display a high level of discretion and understand the sensitive nature of confidential information


with superior emotional intelligence.

  • Program Operations & Service Quality

    • Oversee Day, Residential and Family Support.
    • Ensure services are effective, efficient, compliant, and outcome focused.
    • Develop new programs and innovative approaches that address community needs and expand organizational reach.
    • Align new service models with funding opportunities and strategic goals.
    • Improve processes, productivity, and service delivery.

  • Growth & Community Relations

    • Build strong relationships with referral sources, schools, governmental agencies, and community organizations.
    • Increase responsiveness to referral sources and help drive admissions across programs.
    • Represent the organization externally on a regular basis at social events and conferences.

  • Financial & Performance Management

    • Maintain fiscal integrity across programs.
    • Identify efficiencies and manage resources effectively.
    • Use data, analytics, and performance measures to improve outcomes.

  • Staff Leadership & Organizational Development

    • Lead and develop department staff and senior team members.
    • Delegate effectively, establish expectations, promote teamwork, and mentor direct reports.

  • Compliance, Advocacy & Agency Leadership

    • Ensure compliance with federal, state, local, and agency requirements.
