Quantum Sky is searching for a seasoned Vice President, Proposal Operations to take the helm of our Proposal Center and build it into a best-in-class, high-performing organization. This is a build-and-elevate mandate: you'll lead an experienced, high-volume team and raise it to a new standard of discipline, consistency, and win-readiness. Reporting to the SVP, Strategy & Growth Operations, you'll own end-to-end proposal execution and partner with an independent governance and compliance function to make flawless, fully compliant submissions the everyday standard.

Responsibilities:

  • Lead the Proposal Center end to end — planning, development, management, and production of federal proposals across a high-volume portfolio.
  • Instill execution discipline: strong schedules with real buffer, content locks, complete inputs, and no last-minute scrambles.
  • Build and develop a high-performing team — clear roles, accountability, and coaching to help people do their best work.
  • Partner with capture, BD, pricing, technical, and contracts to secure timely, high-quality inputs.
  • Manage capacity across concurrent pursuits and support disciplined bid/no-bid decisions.
  • Own the tools, templates, and knowledge base that make winning repeatable, and drive continuous improvement through clear metrics.
Qualifications

Required:

  • 15+ years of federal proposal experience, including significant leadership of proposal operations or organizations at scale.
  • A track record of building or rebuilding disciplined, high-volume proposal shops that deliver on-time, fully compliant submissions.
  • Deep command of Shipley or comparable methodologies, color-team reviews, and federal acquisition and submission requirements.
  • Outstanding people leadership — you raise standards and build teams up at the same time.
  • A partnership mindset toward independent governance and compliance oversight.

Clearance: 

  • This role requires an active Top Secret security clearance. 

Location:

  • This is a hybrid role with expectations of travel to Reston as needed.

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $210,000-$250,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
