Job Summary and Qualifications
The Vice President of Operations FSED, Hillsborough Market, is the senior executive accountable for the performance, growth, and optimization of the Hillsborough freestanding emergency department (FSER) and access network. Reporting to the CEO of HCA Florida Brandon Hospital, this role drives market strategy, operational and financial performance, patient access, business development, and strong physician, EMS, provider, and community partnerships.
What you will do for this role:
• Develop and execute the Hillsborough market growth strategy across FSERs, urgent care centers, community medical provider clinics, transport, and other access points.
• Lead business development and network optimization, identifying opportunities to expand access, grow volume, strengthen downstream connectivity, and improve market performance.
• Lead operational planning for FSER growth and support future access-point development.
• Align access-point growth and operations with Brandon Hospital service-line strategy, capacity, physician alignment, and patient access priorities.
Operational and Financial Performance:
• Provide executive accountability for consistent performance across the Hillsborough FSER and access network, including volume, throughput, financial results, productivity, patient experience, and network capture.
• Use market and site-level data to identify performance variation, risks, and opportunities and implement timely corrective actions and best practices.
• Optimize patient flow and connectivity from access points to Brandon Hospital and appropriate follow-up care.
Physician, EMS and Community Partnerships:
• Serve as the executive champion for EMS relationships, including PPR Hillsborough EMS, to strengthen relationships, operational excellence, coordination, and patient access.
• Leverage physician and provider relationships to improve network optimization, access, growth, throughput, and patient experience.
• Lead integration of Brandon Transport Services with the Hillsborough access and patient-flow strategy.
• Advance community relations and visibility of services and quality of care, representing the network with key internal and external stakeholders.
Quality, Safety and Patient Experience:
• Ensure operations support high standards of patient safety, quality, regulatory compliance, emergency preparedness, and service excellence.
• Partner with clinical and operational leaders to reduce variation and improve access, wait times, transitions of care, and patient experience.
• Ensure compliance with applicable laws, regulations, accreditation requirements, company policies, and the Ethics and Compliance Program.
Key Measures of Success:
• Market EBITDA, budget performance, productivity, and return on strategic investments.
• FSER and access-point volume growth, market share, network optimization, and downstream capture.
• Throughput, transfer performance, patient flow, quality, safety, and patient experience.
• Physician and provider engagement, EMS partnership effectiveness, and transport performance.
• Execution of approved growth, business development, and network expansion priorities.
Qualifications:
• Education: Bachelor's degree in Business, Healthcare Administration, or a related field required.
• Experience: Minimum 4 years of progressive healthcare operations leadership experience, including responsibility for multi-site operations, growth, financial performance, and physician/provider partnerships. Hospital, emergency services, ambulatory, or market-level leadership experience preferred.
• Leadership: Demonstrated ability to lead in a complex matrix environment and influence across organizational boundaries.
• Business Acumen: Strong financial, operational, strategic, and data-driven decision-making capabilities with demonstrated success executing growth and performance-improvement strategies.
• Skills: Executive communication, relationship management, change leadership, negotiation, service excellence, and strong interpersonal skills.
