Vice President of Information Technology Job Summary:The Vice President of Information and Technology reports directly to the President/CEO, the VP-I.T. provides direct leadership to the I.T. team along with providing organization wide strategy, governance and oversight for information technology, cybersecurity, data protection, enterprise systems, technology investments and business continuity. This V.P. serves as a responsive, solutions-oriented partner to program and support services leadership, recognizing these departments as I.T.'s internal customers. In addition, this role oversees all aspects of Information Technology, including infrastructure, telecommunications, data management and architecture, vendor relationships, along with internal customer support across all states that UMOS has a presence in. This position ensures that technology resources are secure, reliable, cost-effective, and aligned with organizational priorities while promoting innovation, operational efficiency, regulatory compliance, and continuous improvement.
Vice President of Information Technology JobResponsibilities:1. Provide executive leadership and administration of UMOS' Information Technology function, including strategic oversight of Information Technology staff, operations, budgets, technology resources, and organizational technology investments.
2. Develop and execute the organization's technology strategy and policies, ensuring alignment with UMOS' mission, strategic priorities, and operational objectives.
3. Direct the design, implementation, maintenance, security, and operational performance of UMOS's technology environment, including enterprise applications, network infrastructure, cloud and on-premises systems, communications, cybersecurity tools, and outsourced technology services managed or supported by the IT Department. Establish organization-wide standards for technology security, data protection, system access, integration, and business continuity.
4. Plan and oversee how information is organized, stored, connected, protected, backed up, and shared across databases, business applications, cloud services, file repositories, and storage platforms managed by the IT Department. Provides guidance and technical assistance for department-managed data systems when requested or when a need is identified.
5. Develop, implement, and enforce Information Technology policies, procedures, standards, and governance practices to ensure the confidentiality, integrity, security, privacy, and availability of organizational information and technology assets.
6. Direct the procurement, evaluation, and lifecycle management of Information Technology hardware, software, systems, equipment, and vendor contracts in accordance with organizational policies and fiscal guidelines.
7. Collaborate with Executive Management and department leaders on organizational planning, policy development, operational improvements, technology initiatives, and continuous quality improvement to support agency growth and effectiveness.
8. Provide executive leadership for UMOS's organization-wide technology strategy and governance. Monitor compliance with established technology and security standards, assess organizational technology risks, and report material concerns to executive leadership. For technology solutions selected or managed by other departments, ensure appropriate IT and security review, provide technical guidance, and identify and escalate material risks, deficiencies, or noncompliance.
9. Ensure compliance with UMOS operating policies, regulatory requirements, and Information Technology standards, including the development, implementation, monitoring, and continuous improvement of Information Technology procedures.
10. Ensure timely, professional, and effective technical support services are provided to all UMOS staff while promoting high levels of customer service and operational excellence.
11. Lead long-range technology planning, including strategic planning, capital planning, operational planning, disaster recovery, business continuity, budgeting, and resource allocation.
12. Represent UMOS in professional, community, governmental, and partnership activities, promoting positive relationships and supporting the development and presentation of organizational information to funding agencies, partners, customers, and the public.
13. Participate in meetings, conferences, professional development activities, and perform other duties as assigned to support the effective operation of the organization.
Vice President of Information Technology Job Qualifications:1. Bachelor's degree in information systems, Computer Science, or a closely related field. Masters degree preferred.
2. Ten (10) or more years of progressively responsible Information Technology experience, including at least five (5) years in a senior leadership or director-level role; and at least five (5) years managing a large-scale Information Technology operation.
3. Demonstrated experience overseeing complex Information Technology environments, including enterprise systems, multiple hardware platforms, integrated information systems, and a combination of internally managed and outsourced technology services.
4. Demonstrated knowledge of business process analysis, process improvement, systems analysis, procurement, project management and vendor management.
5. Excellent written, verbal, and presentation skills with the ability to communicate effectively with executive leadership, management, staff, external partners, and governing bodies.
6. Proven ability to lead multi-state teams and develop practical solutions to complex technical and operational challenges.
7. Ability to travel as required and work occasional evenings, weekends, or irregular hours.
8. Valid driver's license, reliable transportation, and automobile insurance required
9. Ability to pass both state and federal criminal background checks.
