POSITION TITLE: Vice President of Administration and Chief Financial Officer
DEPARTMENT: Administration & Finance
REPORTS TO: President of Bristol Community College
POSITIONS SUPERVISED: Administration and Finance staff members, including but not limited to, employees in the areas of Accounting, Facilities, Campus Police, Public Safety and Risk and Compliance
POSITION STATUS: This is a full-time, non-unit position with benefits, some nights and weekends required
SALARY: Hiring Salary Range $201,247.12 - $211,435.26 annually

STATEMENT OF DUTIES:

The CFO will provide visionary, transparent, and inclusive leadership for all administrative functions, including finance, facilities, purchasing and contracting, payroll, student accounts, campus public safety, police, and emergency management, enterprise risk management, auxiliary and enterprise services (such as bookstore, food service, compliance, card services, document storage, duplications/mail services, childcare, and events management), legal affairs, operations and capital budgeting, and sustainability initiatives. The CFO will foster a data-informed, innovative, and collaborative culture that advances student success and institutional effectiveness.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
  • Serve as the chief fiscal and administrative officer, overseeing all financial operations, including budget planning and administration ($109 million in FY27), audits (state, federal, and independent), investments, debt management, payroll, bursar functions, and compliance with all state and federal regulations.
  • Advise the President, Board of Trustees, and President's Leadership Team on strategic financial planning, trends, risks, and opportunities, providing clear, actionable analysis and recommendations.
  • Ensure the integrity, transparency, and accuracy of all financial statements, accounting systems, and reporting in accordance with best practices, the American Institute of CPAs, NACUBO, AICPA, and the Commonwealth of Massachusetts.
  • Demonstrates expertise in the accurate preparation of annual college financial statements - ensuring full compliance with GAAP and higher education accounting frameworks.
  • Oversee the management, maintenance, and capital improvement of all College facilities and physical plant operations, including sustainability programs and capital projects.
  • Lead campus police, public safety, and emergency management operations, ensuring compliance with all regulatory and accreditation requirements and creating a safe, inclusive learning and working environment.
  • Direct auxiliary and enterprise services, ensuring high-quality, customer-focused, and fiscally responsible operations.
  • Supervise and develop a diverse team of administrative, financial, and operational professionals across multiple departments and campus locations.
  • Serve as liaison to external stakeholders, including state and local officials, auditors, and community partners.
  • Oversee internal controls, risk management, insurance, investments, legal services, and collective bargaining within the administrative services area.
  • Promote a culture of equity, continuous improvement, and innovation, and actively support the College's Strategic Plan.
  • Represent the College at state and national conferences, as well as community and foundation events, and act as the President's designee as needed.

Requirements:

REQUIRED QUALIFICAITONS:
  • Master's degree in Business, Finance, Public Administration, or a closely related field;
  • Minimum of ten years of progressively responsible experience in administration and finance, including at least five years in a senior leadership or supervisory role.
  • Demonstrated expertise in strategic financial management, capital/long-range planning, enterprise risk management, and compliance in a complex organization.
  • Deep knowledge of Massachusetts statutes and regulatory requirements as they pertain to higher education finance and administration.
  • Proficiency with modern financial technology and enterprise resource planning systems (Ellucian or similar highly desirable).
  • Exceptional analytical, communication, and interpersonal skills, with the ability to build consensus, lead diverse teams, and foster an inclusive environment.
  • Commitment to ethical leadership, continuous professional development, and advancing the mission and values of a public community college.

PREFERRED QUALIFICATIONS:
  • Certification as a Certified Public Accountant (CPA).
  • Experience with Ellucian or similar higher education ERP platforms.
  • Prior leadership experience in finance and administration at a public institution of higher education or a government agency, preferably in Massachusetts.
  • Demonstrated success with grants management and reviewing complex budget proposals.
