Overview

 

You've spent years untangling federal statutes, rewriting policy manuals no one else wants to touch, and making legal language make sense to the people who actually have to use it. FWI wants to put that skill set to work where it counts. We are building a team to develop and monitor Veterans' Employment and Training Service (VETS) program's performance outputs and policy support services, to include updating current policies, initiating new policies to support national, state, and local veterans’ offices, or examining federal policies affecting execution of veterans’ programs and changing policies to include latest Congressional and Executive Order decisions. As a Uniformed Services Employment and Reemployment Rights Act (USERRA) SME you will be a part of a team that is responsible for evaluating and analyzing program performance data, research and development of program policy and processes, and review and update of policy implementation in regional and field offices.

 

**This is a full time remote position; however the customer may ask for an occasional office visit.**

 

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, within the Core Hours fo the Client of 8 AM EST to 6 PM EST.

Responsibilities
  • Research, analyze, and interpret legal documents related to USERRA and Veterans' Preference (VP), proposing recommended changes based on new or modified statutes, regulations, and applicable case law.
  • Synthesize complex legal and regulatory information to translate program requirements and compliance policy into clear, actionable directives for national, state, and local veterans' offices.
  • Edit and update the VETS USERRA/VP Operations Manual and Addendum, ensuring alignment with current policy guidance and the latest Congressional and Executive Order decisions.
  • Write and develop policy documents, SOPs, user manuals, training materials, and slide decks related to USERRA enforcement requirements, presenting this information to a variety of stakeholders.
  • Create and update public-facing documents for the VETS website, ensuring all deliverables meet DOL Section 508 compliance standards, and liaise with the Department's web team to publish content as directed.
  • Support the Paperwork Reduction Act (PRA) ICR renewal process, including drafting supporting statements, Federal Register notices, and maintaining USERRA-related templates such as letter templates, witness statement forms, and Privacy Act releases.
  • Collaborate with the COR and Federal Project Manager to ensure all USERRA deliverables meet quality standards, plain language guidelines, and established due dates.
Qualifications

Required: 

  • A minimum of six (6) years of experience in regulatory and case study research methods, including analyzing and interpreting legal documents, statutes, regulations, and applicable case law.
  • Demonstrated experience writing policy, developing SOPs, and producing training documentation and user manuals for a variety of audiences.
  • Proficiency in Microsoft 365 tools including Word, PowerPoint, Excel, SharePoint, and Teams.
  • Strong written and oral communication skills, with experience presenting technical and policy information to diverse stakeholder groups.
  • Ability to undergo and successfully pass a minimum background investigation (MBI) or background investigation (BI) conducted through the U.S. Department of Labor.

Desired: 

  • Familiarity with USERRA, Veterans' Preference (VP), and related federal employment and reemployment rights legislation.
  • Experience supporting DOL program offices such as VETS or ETA, or working within a federal contracting environment.
  • Knowledge of the Paperwork Reduction Act (PRA) and experience supporting ICR renewal processes, including drafting Federal Register notices.
  • Experience producing Section 508 compliant documents in accordance with federal accessibility standards.
  • Bachelor's or advanced degree in law, public policy, public administration, political science, or a related field.

Pay Range

The pay range falls with $55.00 an hour to $60.00 an hour
