Job Title: UEWR System Analyst Contract: SSPARS Location: Beale AFB, CA FLSA Status: Exempt MINIMUM QUALIFICATIONS: Desired qualifications include a bachelor's degree in Electrical Engineering, Computer Science, Mathematics, Physics, or related engineering or science degree and/or 5 years' experience with a concentration in the following areas: - UNIX, IRIX, and Solaris operating systems. - Perl, Python, and Shell Scripting. - Background in mathematics as related to orbital mechanics and radar analysis. - Signal Processing concepts, radar search, track, and synthetic aperture radar mapping. - Matlab, MATE, Mathematica, Satellite Tool Kit (STK), Missile Conversion Tool (MCT) - Phased Array Radar principles. Thorough understanding of radar design, performance, capabilities, and limitations: simulation of radars in large, complex systems, radar model requirements development for large scale system simulations, radar requirements or performance analysis using models and simulations, and large-scale system simulation verification and validation. Knowledge of Ballistic Missile Defense concepts and specific knowledge of one or more BMDS radars such as AN/TPY-2, Cobra Dane, UEWRs, GBR-P, SBX is desired. BASIC FUNCTIONS OF THE JOB: The UEWR System Analyst has the overall technical responsibility for reducing and analyzing track data for a ground-based phased array radar site. The System Analyst will also act as a mentor for the computer and radar operations staff and will help to develop and refine operational procedures or checklists. PRIMARY DUTIES AND RESPONSIBILITIES: - Utilize software tools such as Matlab and Mathematica to perform data reduction, analysis, and report trends and performance of radar track data. - Analyze hardware diagnostic outputs to determine anomalies for troubleshooting. - Develop mathematical algorithms for array signal processing, performance predictions/analysis, data analysis for radar returns. - Apply mathematical and algorithm knowledge to define system performance related to radar tracking, target discrimination, computing loads and processing thresholds, and system engagement timelines. - Perform trajectory analysis and provide insight to the customer for RF/IR signature data products. - Use digital simulation tools and perform some original programming as needed for analysis and data manipulation. - Document mathematical and statistical analytical results in a combination of formal presentations and present analysis results at team meetings and customer reviews. - Recommends system modifications as required to maintain radar/computer system performance within written specifications. - Maintains site internal calibration satellite lists. - Writes and executes test plans for local Test and Evaluation of mission software versions and evaluates these versions for anomalies and degradation. - Documents unusual and/or unique system events in a written format known as a Problem Report. - If appropriate, generates a Standard Change Form (SCF) to document software anomalies. - Maintains files of all problem reports and SCFs and makes them available for government review. - Provides technical inputs for site Operations Approval Review Board including the maintenance of all SCFs applicable to this system and recommends a priority ranking of same based upon criticality. - Also writes Hardware Modification requests and submits to appropriate review board for review and approval. - Must perform data analysis functions including: using system data reduction functions to extract and analyze data, review of software specifications versus source code, and review of system performance data to identify degraded or abnormal performance. - Responds to requests by management and military operations personnel to analyze system performance and events including: false Launch & Predicted Impact messages, abnormal daily uncorrelated target rates, unusual radar or computer hangs, Category-1 satellite misses, and electromagnetic interference. - Monitors AN/FPS-132 radar and computer systems' performance including all tactical files (space track catalog, tasking file, site penetration, etc.) for indications of file corruption, abnormal data, or overflow. - Support the system via on-call when outside of normal working hours. - Develop and maintain checklists to be used by site radar and MMCO personnel. - Performs other analysis duties as directed by management. - Must possess good written and verbal communication skills to include the ability to explain results of analysis to both technical and non-technical personnel. SUPERVISION: - Responsibilities for Work of Others: Does not directly supervise any employees. - Supervision Received: Works under the general supervision of the Communications Electronics Manager. SECURITY CLEARANCE: - Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase. - Employment and start date are contingent upon the candidate receiving the required US DoD issued interim security clearance WORKING ENVIRONMENT: Physical Tasks: Exerts limited physical energy. May have to handle 20-30 pound loads on occasion. Working Conditions: Computing center environment. May work extended hours or weekends. May travel overnight or on weekends. Pay Range Starting from USD $50.48/Hr.
