General Description: Serves as the Director of the Veterans Employment Services (VES) Department under the direction of the Division Director, Program Operations. Performs highly advanced managerial work providing direction and guidance in the planning and operation of the VES program and the Jobs for Veterans State Grant (JVSG). Duties involve strategic planning; establishing goals and objectives for the program; developing policies, procedures, rules, and regulations; establishing priorities, standards, and measurements tools for determining progress in meeting both Federal and State performance measures.
To promote a strong environment, TVC maintains a telework policy. Telework is decided by the division and contingent on performance. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice. Essential Duties and Responsibilities:- Plans, directs, and supervises the daytoday operations of the VES Program.
- Directly supervises and mentors five District Managers and two headquarters staff.
- Identifies and implements strategies to enhance collaboration and interchange between the agency and workforce development partners and stakeholders.
- Plans, develops, implements, coordinates, monitors, and evaluates VES policies and procedures.
- Responsible for the creation, development, submission and implementation of the Agency State Plan with the Department of Labor, Veterans¿ Employment and Training Services (DOLVETS).
- Assists in preparation of MOUs and Contracts with other agencies to support JVSG programs and staff
- Interprets and ensures compliance with federal and state laws and regulations.
- Monitors, reports, and analyzes program performance reports to ensure performance goals are attained.
- Reviews and approves management, productivity, and financial reports.
- Reviews guidelines, procedures, rules, and regulations; and monitors compliance.
- Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
- Plans and coordinates special and administrative assignments and programs.
- Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Assists in preparation of the Legislative Appropriation Request (LAR) at the program level.
- Drafts agency rules that relate to VES and related workforce development programs.
- Participates in or conducts investigations of staff complaints and grievances.

College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application. Experience : Four (4) years of experience at the senior management level which can include military experience with knowledge of the operations, functions , organizational structure, and policies and procedures.

Preferred Experience and Qualifications : - Three (3) years of experience coordinating and collaborating with the Department of Labor (DOL) in all aspects of veteran employment services.
- Three (3) years of experience planning, forecasting, and managing a program budget.
- Three (3) years of experience using Microsoft Office products and Case Management Systems.
- A master ' s degree in management, business administration or a related field .
Knowledge, Skills and Abilities: - Knowledge of current federal and state performance measures for the VES program .
- Knowledge of program budget forecasting and planning .
- Knowledge of Microsoft Office, VES Case Management System , and Work in Texas (WIT).
- Knowledge of personnel policies and procedures.
- Skills to establish goals and performance objectives.
- Skill to develop and evaluate policies and procedures.
- Skill to present and prepare accurate and concise reports in a timely manner .
- Skills needed to effectively communicate with employees and customers at all levels .
- Ability to work effectively with a variety of i ndividuals, groups, and stakeholders .

Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
