Responsibilities

POSITION SUMMARY:

The Tunneling Estimator will provide and/or coordinate comprehensive estimating services for large, complex trenchless projects across the US. The trenchless Estimator will manage the bid/proposal preparation with a team of estimating staff, including civil estimators, a support administrator, and the management team. The Trenchless Estimator and team will follow up bid proposals with value engineering alternatives, CPM schedules, and formal presentations, and assist in final negotiations with clients and construction managers. The trenchless Estimator will be expected to bid/manage multiple estimates per year, ranging from $2,000,000 to $100,000,000+ per estimate.

RESPONSIBILITIES:
  • Assist in identification and pursuit of projects, inputs data for a go/no go analysis
  • Use and set up various opportunities utilizing business development software and track opportunities bid and not bid to identify market trends.
  • Ability to travel for client meetings, bid kickoffs, pre bid meetings, closeouts, interviews as needed.
  • Team lead for all Trenchless pursuits:
    • Develop work approach and general project schedule from Notice of Award through completion.
    • Identify project risks and develop mitigation strategies.
    • oCoordinate with other subject matter experts, i.e. structural concrete, paving, mechanical, etc., to ensure competent budgets for all scopes of work included in a bid.Strong technical knowledge of microtunneling, shafts, conventional tunneling means and methods.
  • Ability to review and interpret project drawings, specifications, contracts and provided documents to sufficiently develop and prepare well organized bid packages. Review, analyze and incorporate historical data from productivity analysis reports and combine manpower, equipment, material quotations and subcontractor proposals into unit price and man-hour estimate figures.
  • Provide complete conceptual budgets and final estimating input on all projects.
  • Prepares scope and bid packages for subcontracted work, collects and organizes bids received to allow for final selection of project partners. Prepare for and present value engineering and CPM schedules to the clients and construction managers.
  • Heavy Bid maintenance (labor, crew, activity, and bid master codebooks).
  • Bid to project data transfer (phase codes and cost budgeting) on awarded contracts.
  • Ensure all working documents and data are maintained to back-up estimate figures.
  • Provide award related submittals and follow up information to the clients and construction managers.
  • Track awarded contracts as required - may include estimating/pricing extra work items, change orders and credit.
  • Assist contracting team during preparation of inquiries and final evaluation of submitted bids as required.
  • Coordinate with Business Development as part of strategic growth plans.


Qualifications

QUALIFICATIONS:

  • Education and experience requirements include: a 4-year engineering degree or equivalent combinations technical training and/or related experience.
  • Must have 10+ years of estimating, project experience, cost control, and/or engineering experience in MTBM, Conventional, tunneling, including a minimum of 3 years in a Senior or Lead Estimator role.
  • Experience in Design Build and/or Best Value contracts preferred.
  • Ability to estimate all types of projects/contracts, plus the ability to coordinate and supervise group work effort, is essential.
  • Must have the ability to prepare complex proposals with principal oversight.
  • Additional experience in heavy civil roadway and bridge infrastructure preferred.
