IntroductionThe State of Connecticut Department of Transportation (DOT) invites its qualified agency employees to apply for the position of Transportation Supervising Planner in the Bureau of Planning, Technology and Innovations Office of Highway Safety, in Newington, Connecticut.
Position Details:This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit. This position would report to a Transportation Assistant Planning Director in meeting all federal requirements for NHTSA and FHWA as they relate to highway safety.
The Role: The Transportation Supervising Planner has oversight of the development of the National Highway Traffic Safety Administration (NHTSA) Triennial Annual Section 402 Highway Safety Plan, The Annual Grant Application (AGA), the Section 405 applications and the Annual Highway Safety Report, ensuring compliance with Department policies, NHTSA guidelines, and relevant federal laws and regulations. The supervisor will work with the Safety Program Supervisor to formulate goals and objectives for these transportation safety initiatives.
More specific responsibilities include, but are not limited to, collaboration with Department Bureaus to ensure successful development of highway safety program initiatives; including assist management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, Federal and State reporting requirements and performance management.
Examples of Duties:
- Review, evaluate, and monitor highway safety grants for conformance with federal and state reporting requirements, budgetary parameters, program objectives, and overall program efficiency.
- Lead and coordinate the development, preparation, and submission of the NHTSA Triennial Highway Safety Plan, including coordination with internal bureaus, federal partners, and other stakeholders to ensure compliance with federal requirements and alignment with statewide highway safety priorities.
- Lead and coordinate the preparation, development, and submission of NHTSA Section 405 and Section 1906 grant applications, including required documentation, data analysis, performance measures, program narratives, and supporting materials.
- Lead and coordinate the preparation and submission of the NHTSA Annual Grant Application (AGA), ensuring that proposed programs, projects, funding requests, and supporting documentation are consistent with federal requirements and statewide highway safety goals.
- Collaborate with Department Bureaus to ensure successful development, implementation, and evaluation of highway safety program initiatives and grant-funded activities.
- Supervise and provide technical directions to staff performing transportation planning, highway safety analyses, grant development, and program evaluation.
- Lead the preparation of safety-related reports, maps, dashboards, data visualizations, presentations, grant applications, technical analyses, and other program documentation.
- Coordinate and support the CTDOT Vision Zero Committee, advancing and initiatives, and supporting the development and implementation of data-driven approaches to eliminate fatalities and serious injuries on Connecticut roadways.
- Support the development, implementation, monitoring, and evaluation of highway safety programs, plans, and initiatives in accordance with NHTSA requirements and statewide priorities.
- Coordinate with federal, state, regional, and local partners on crash data, safety analysis, grant programs, performance measures, and transportation safety initiatives.
- Research and evaluate emerging transportation safety practices, analytical methods, technologies, and program strategies to support continuous improvement of highway safety efforts.
- Manage multiple projects and grant-related activities and establish priorities to ensure timely, accurate, and compliant completion of assignments and deliverables.
- Represent CTDOT on committees, working groups, meetings, and other forums involving transportation safety, highway safety grants, and related federal and state initiatives.
- Mentor and develop staff and promote effective, consistent, and data-driven planning, grant management, and program evaluation practices.
- Perform related duties as assigned.

PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES - Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Eight (8) years of professional experience in transportation engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCEOne (1) year of the General Experience must have been in a lead capacity or performing the most complex tasks in transportation planning studies, programs and related activities.
NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED - College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS - Experience with transportation planning principles, practices, and methodologies.
