Position Information

TxDOT Tyler District is looking for a Transportation Design Engineer I or II to join the Advance Transportation Planning and Development team in a project manager role! You'll be responsible for designing, managing, and coordinating schematic and PS&E for mobility projects throughout our eight-county district. Your daily workload will involve developing and overseeing roadway design projects, from initial scoping & design stage, all the way through the letting and bidding process.

Transportation Engineer I: B24 ($65,104 - $106,634 annually)

Transportation Engineer II: B25 ($69,572 - $114,099 annually)

Position Description

Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Transportation Engineer II - Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

Transportation Engineer I

- Designs moderately complex schematic and PS&E projects.

- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

- May serve as a lead worker.

- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

- Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

- Prepares, evaluates and negotiates contracts with consultants for schematic and PS&E projects.

- Reviews, processes and certifies project design plans developed by consulting engineers.

- Serves as liaison with, MPOs and the public concerning proposed project development and planning.

- Uses Critical Path Method (CPM) to accomplish scheduling and resource management of transportation projects.

- Coordinates with others to develop, monitor and update project plans and schedules to ensure projects are executed in the most efficient manner possible.

- Performs other job responsibilities as assigned.

Transportation Engineer II - all of the above, and:

-Assists in developing and monitoring budgets.

- Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

- Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.

- Trains engineering staff.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I

4 years engineering, transportation engineering, or related engineering experience

Transportation Engineer II

5 years engineering, transportation engineering, or related engineering experience

(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.
• Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Applicable laws, rules, and regulations

Proficient skill in:

- Planning methods, techniques, and strategies

- Public relations for maintaining effective working relationships with individuals and groups, both internal and external

- Performing basic design and drafting

- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines

- Leading, assigning, reviewing, and monitoring the work of others

- Maintaining a safe and effective working relationship with others

Other Attributes:

- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:

- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
