Nature of WorkThe City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for a
Traffic Operations Supervisor. This is responsible work supervising the maintenance and operations of City's street lights, traffic control signals, pavement markings, and signage.
The work involves supervising the manufacture, erection, and maintenance of traffic control devices (signals & signs), street lighting and the marking of streets for proper traffic control. The work in this class involves installing, inspecting, repairing and maintaining the electrical systems of traffic signals and related electrical equipment. This work requires skills performed in accordance with standard electrical trade practices and procedures. Supervision is exercised over a staff of regular and seasonal employees. General plans and policies are worked out in conference with the City Traffic Engineer or their designee, but the employees in this class are expected to exercise independent judgment in the conduct of daily operations. The work involves the inspection of completed projects and the review of reports.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS- Graduation from a high school or vocational school AND three (3) years of related journey level electrical experience
- Requires extensive experience in the installation, operation, repair, and maintenance of traffic control signals, pavement markings and signage, which includes two (2) years of supervisory experience and/or training, OR any other equivalent combination of education and experience that provides the critical knowledge, skills and abilities required.
SPECIAL REQUIREMENTS OR CERTIFICATIONS- Possession of a Washington State ELO1 electrician license.
- Ability to obtain a QEW-3 qualifying level within the first 90 days of hire through the City of Everett's Qualified Electrical Worker Safety Program.
- Possession of a current International Municipal Signal Association (IMSA) Traffic Signal Field Technician Level II OR an IMSA Signs and Markings Level II certification, or ability to complete certification within one year of hiring. An IMSA Traffic Signal Sr. Field Technician Level III certification is highly desirable. IMSA Roadway Lighting Level I certification is also highly desirable.
- Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State Driver License within 30 days of hire.
PHYSICAL DEMANDS/WORKING CONDITIONS- Must be able to perform outdoor work for prolonged periods under uncomfortable conditions in all types of weather.
- Must be able to perform work requiring sustained lifting, bending, climbing, standing, and walking; lift and carry 50 pounds and occasionally move heavier objects.
- Must be able to climb ladders and stairs up to 100 feet, climb into and work in confined spaces, and perform heavy manual labor under dirty and uncomfortable conditions. Ability to access and work in variable works sites that may require limited accessibility.
- Must be able to respond to emergency callouts, work staggered shifts and perform work on weekends and holidays as required.
- Work requires travel to City work sites.

EXAMINATION STEPS- There will be a pre-screening of all applications.
- Responses to the supplemental questionnaire and a redacted version of the application or resume will be reviewed together to generate a single combined score, which will be blind-rated and weighted at 10%.
- Top-scoring applicants will be called to an oral panel interview/practical (weighted 90%) The in-person oral board interview will be tentatively scheduled for November 9th, 2026.
- All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months.
IMPORTANT NOTES- A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
- The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
