What you will do

Johnson Controls is hiring a Test Lab Facilities Engineering Manager to lead the planning, design, budgeting, execution, commissioning, and lifecycle management of test laboratory infrastructure and capital projects supporting HVAC, refrigeration, heat pump, controls, acoustics, power electronics, and environmental testing facilities. This role is primarily responsible for supporting the Johnson Controls Advanced Development and Engineering Center (JADEC) laboratory operations and strategic initiatives, while also providing project leadership, engineering expertise, and facility support to other Johnson Controls laboratory locations as business needs require. Responsible for developing long-term facility strategies, managing capital investments, coordinating internal and external resources, and ensuring laboratory capabilities support current and future product development, certification, and regulatory requirements.

The Test Lab Facilities Engineering Manager serves as the primary project leader for facility modernization, new laboratory construction, major equipment installations, utility upgrades, automation improvements, and infrastructure expansion while ensuring compliance with safety, environmental, and industry standards. Performs detailed engineering tasks to include evaluation of engineering alternatives, analysis of data, calculations, CAD drawings, preparation of specifications and reports for the design, development, construction, and commissioning for mechanical, refrigeration, and process (MRP) elements required for HVAC test facilities. This position interacts with engineers, suppliers, and other departments to facilitate project completion. Project work includes MRP systems that simulate precise and extreme environmental conditions including temperature, humidity, precipitation (rain, snow, ice, fog, salt, etc.), air flow, liquid flow, and high-pressure vapor flow.

This position is based at our Advanced Engineering and Development Center in New Freedom, PA. Candidate must be commuting distance to the facility, or able to relocate. Sponsorship is not provided for this position. Candidate must be a US Citizen and/or Permanent Resident of the US.

How you will do it
  • Develop conceptual designs and cost estimates for related MRP project elements during budgeting (Capital Appropriations Request, CAR) and initial project phases.
  • Collect, analyze, and interpret data, develop engineering computer programs (e.g. Excel, EES, LabView) and designs basic process systems, sub-systems, and components.
  • Prepare final designs including drawings, requests for quote (RFQs), bills of material (BOMs), and construction specifications. Responds to contractor and engineering requests-for-information (RFIs).
  • Coordinate with electrical, controls, and other disciplines to facilitate state-of-the-art designs for complete HVAC test facility projects.
  • Create refrigeration and process system designs and develops piping and instrumentation diagrams (P&IDs) for projects that simulate precise and extreme environmental conditions including temperature, humidity, snow, air flow, liquid flow, and high-pressure vapor flow.
  • Review project designs for compliance with applicable national and local codes, engineering principles, industry best practices, company standards and related specifications.
  • Plan and conduct on-site startup, troubleshooting, adjusting, testing and commissioning of MRP systems for all test facility projects.
  • Facilitate all capital planning & execution.
  • Lead the development and execution of JADEC's test laboratory infrastructure strategy, facility modernization initiatives, and long-range capital investment plans.
  • Manage multiple capital projects simultaneously, including scope development, budgeting, scheduling, risk management, procurement, installation, commissioning, and project closeout.
  • Develop and maintain critical path schedules and resource-loaded project plans to ensure successful project execution.
  • Lead multidisciplinary teams consisting of engineering, operations, maintenance, automation, facilities, contractors, consultants, and suppliers.
  • Support facility development associated with HVAC, refrigeration, heat pump, acoustics, power electronics, environmental simulation, and certification testing laboratories.
  • Manage engineering firms, contractors, equipment suppliers, and commissioning partners to ensure delivery of safe, high-quality, cost-effective projects.
  • Support laboratory operations through facility reliability improvements, infrastructure upgrades, capacity planning, and continuous improvement initiatives
  • Develop business cases, capital appropriation requests, project justifications, and executive-level presentations supporting laboratory growth and investment strategies.
  • Ensure compliance with applicable safety, environmental, quality, and regulatory requirements throughout all phases of project execution. Serve as the primary technical and project leadership resource for test facility expansion, modernization, and strategic capability development across JADEC


What we look for

Required
  • Bachelor of Science Degree Mechanical Engineering
  • 8+ years' experience with mechanical engineering design in the HVAC industry (HVAC industry is preferred); or 6 years work experience after the completion of a MSME degree or PE license. Working knowledge of applicable industry codes and standards including ASHRAE, AHRI, UL, AMCA, ASME, ANSI, SMACNA, UBC (ICC) and others.
  • Experience managing capital projects, budgets, schedules, contractors, and cross-functional teams.
  • Knowledge of mechanical systems, refrigeration systems, fluid handling, piping systems, utilities, and HVAC testing applications.
  • Experience developing engineering drawings, P&IDs, specifications, RFQs, and technical documentation.
  • Travel up to 15% of the time.
  • US Citizen and/or Permanent Resident of the United States


Preferred
  • Professional Engineer (PE) registration.
  • Master's degree in mechanical engineering or engineering management.
  • Project Management Professional (PMP) certification.
  • Experience with LabVIEW, PLC systems, data acquisition, automation, and controls.


HIRING SALARY RANGE: $120,000 - $150,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
