Position Summary

The Project Technical Services Manager provides leadership and oversight for Construction Technical Services activities on a major capital project. Reporting to Project Construction Leadership, this role is responsible for integrating constructability, construction engineering, Advanced Work Packaging (AWP), workface planning, modularization, turnover and completions, commissioning readiness, and execution excellence initiatives throughout the project lifecycle.

Working closely with Project Management, Engineering, Procurement, Construction, Project Controls, and Client teams, the Project Technical Services Manager drives construction readiness, improves execution certainty, mitigates risk, and supports safe, efficient, and predictable project delivery from project development through startup.

Key Responsibilities
  • Lead the project Construction Technical Services team supporting engineering, procurement, construction, commissioning, and startup activities.
  • Develop and implement construction execution strategies, procedures, and technical support plans aligned with project objectives.
  • Manage constructability reviews and ensure construction input is incorporated during FEED, detailed engineering, procurement, and execution phases.
  • Lead implementation of Advanced Work Packaging (AWP) and workface planning processes to improve productivity, safety, and schedule performance.
  • Direct construction engineering activities, including installation planning, work package development, field technical support, and construction methods reviews.
  • Coordinate modularization, prefabrication, heavy haul, heavy lift, and logistics planning to support efficient project execution.
  • Oversee turnover, completions, commissioning readiness, and startup planning activities.
  • Identify project execution risks and develop mitigation strategies that improve schedule certainty and cost performance.
  • Collaborate with Engineering, Procurement, Project Controls, Quality, Safety, and Construction teams to ensure alignment and execution excellence.
  • Support subcontractor planning, construction readiness reviews, and site mobilization activities.
  • Monitor productivity performance and drive continuous improvement initiatives.
  • Assist project leadership with problem resolution, recovery planning, and execution strategy development.
  • Provide leadership, mentoring, and development for construction engineers, constructability specialists, planners, and turnover personnel.
  • Interface with clients, contractors, suppliers, and project stakeholders to support successful project execution.
  • Ensure compliance with Fluor standards, project procedures, safety requirements, and industry best practices.


Basic Job Requirements

  • Accredited four-year degree in Construction Management, Engineering, Building Construction, or related field, or equivalent combination of education and experience.
  • Minimum 15 years of experience supporting industrial EPC/EPCM projects in construction engineering, technical services, construction management, or project execution.
  • Strong knowledge of construction planning, constructability, construction engineering, turnover, commissioning, and startup processes.
  • Demonstrated leadership experience on large industrial capital projects.
  • Strong communication, organizational, analytical, and problem-solving skills.


Preferred Qualifications

  • Experience supporting LNG, petrochemical, chemical, refining, energy, power, semiconductor, pharmaceutical, manufacturing, or infrastructure projects.
  • Expertise in constructability, AWP, workface planning, modularization, construction engineering, turnover, and commissioning.
  • Experience developing project execution plans, construction procedures, and readiness programs.
  • Strong understanding of project controls, productivity improvement, risk management, and execution excellence principles.
  • Experience leading multidisciplinary technical services teams on projects exceeding $500 million TIC.
  • PMP, CCM, PE, or similar professional certification preferred.

This position is based on a major project site in the Corpus Christi, Texas area. The role requires a strong field presence and close interaction with project leadership, client representatives, contractors, and construction teams to ensure safe, efficient, and successful project execution.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.

Salary Range: $139,000.00 - $258,000.00
