Technical Project Manager / Scrum Master

Qualifications

Required Qualifications:

  • Active TS/SCI withCI poly
  • Demonstrated success delivering complex, cross-functional IT initiatives from initiation through implementation and transition to operations, managing scope, schedule, budget, risks, dependencies, issues, and stakeholder expectations.
  • Proven experience operating in a SAFe Agile environment, including PI Planning, backlog and dependency management, release planning, and coordination across Agile teams and stakeholders.
  • Proficiency with project and Agile delivery tools, including Jira and Confluence, to manage plans, work, risks, dependencies, reporting, and delivery metrics.
  • Ability to develop integrated project plans; coordinate internal, customer, and vendor resources; assign and track work; and drive deliverables to timely completion.
  • Strong facilitation, communication, organization, critical-thinking, and problem-solving skills, with the ability to resolve obstacles and escalate decisions appropriately.
  • Experience leading customer status meetings and executive briefings that clearly communicate progress, milestones, upcoming work, risks, dependencies, decisions required, and overall program health.
  • Experience leading implementation readiness activities, including migration planning, testing coordination, cutover execution, hypercare/stabilization, and transition to operations.
  • Ability to ensure delivery activities meet contractual commitments and applicable security, compliance, governance, and documentation requirements.
  • Sufficient technical fluency to engage credibly with engineering, architecture, security, infrastructure, and operations teams and translate technical risks or decisions for business stakeholders.

Preferred Qualifications:

  • Current certification in project management or Agile delivery, such as PMP, PMI-ACP, CSM, PSM, SAFe Scrum Master, SAFe Agilist, or comparable certification.
  • Working knowledge of Oracle Cloud Infrastructure (OCI), Oracle Database, and enterprise cloud migration or modernization practices.
  • Familiarity with AI-enabled solutions and delivery considerations, including AI/ML, agentic systems, LLMs, RAG, and Model Context Protocol (MCP).
  • Experience leading enterprise software development, cloud migration, digital transformation, or large-scale implementation programs.
  • Experience with organizational change management, adoption planning, training coordination, and executive-level portfolio or program reporting.
  • Experience managing third-party vendors, subcontractors, or distributed delivery teams.

  • The expected salary range within the Washington, DC metropolitan area is: $130,000-$165,000. Final compensation is unique to each individual and will be determined based on factors such as experience, education, geographic location, and contractual requirements. This is not a guarantee.
