Job Summary
We are seeking an experienced Technical Delivery Manager, Technical Program Manager, Application Development Manager, or Senior IT Manager with a strong background in Medicaid and Medicaid Management Information Systems (MMIS). The ideal candidate will combine healthcare domain expertise with technical knowledge of cloud-native architecture, microservices, NoSQL, and enterprise application development. This role requires leadership in technical delivery, healthcare product development, project execution, stakeholder management, and successful implementation of enterprise applications.
Key Responsibilities
• Manage healthcare products and applications throughout the lifecycle, from initial design and development through deployment and implementation support.
• Lead technical delivery teams, including Scrum Masters, project managers, and development resources.
• Manage project timelines, budgets, deliverables, risks, and stakeholder expectations.
• Collaborate with business stakeholders, technical architects, development teams, and leadership to ensure successful project delivery.
• Oversee technical delivery activities involving cloud-native architecture, microservices, NoSQL, and enterprise application development.
• Drive accountability across delivery teams and ensure projects meet established objectives and commitments.
• Mentor and coach team members to strengthen technical capabilities, collaboration, and delivery performance.
• Coordinate project execution and implementation activities to support healthcare products and applications in Medicaid/MMIS environments.
Required Qualifications
• 10+ years of overall IT experience, including at least 5+ years in a management or technical delivery leadership role.
• Strong healthcare experience, specifically in Medicaid and Medicaid Management Information Systems (MMIS).
• Experience managing healthcare products and applications from initial design and development through deployment and implementation support.
• Strong understanding of cloud-native architecture, microservices, NoSQL, and enterprise application development.
• Experience leading technical delivery teams, including Scrum Masters, project managers, and development resources.
• Strong project management experience, including managing timelines, budgets, deliverables, risks, and stakeholder expectations.
• Experience working directly with business stakeholders, technical architects, development teams, and leadership.
• Ability to mentor and coach team members while driving accountability and ensuring successful project delivery.
Preferred Qualifications
• Agile/Scrum certifications.
• Previous hands-on development experience.
