Technical Collection (TC) Course Developer-Instructor

The Technical Collection (TC) Developer-Instructor is responsible for developing and delivering training on first-line network and target analysis. This includes technical collection related to radars, jammers, and other electronic emanations from developmental and fielded systems used in warfighting, national security, criminal activities, and other mission environments.

This role also encompasses instruction related to the collection and analysis of intelligence derived from spacecraft and ground systems, radars and jammers, aircraft, missiles, command links, telemetry, automated beaconing, navigation systems, tracking and control systems, and other radio frequency communications.

Key Capabilities

-The TC Course Developer-Instructor must demonstrate capability in:

  • -End-to-end data collection and processing
  • -Surveying radio-frequency and cable environments
  • -Performing signal acquisition and collection using technical systems and platforms
  • -Operating, monitoring, and adjusting collection processing systems and equipment
  • -Managing end-to-end collection data flow
  • -Identifying target communications within global networks
  • -Using Intelligence Community collection management processes
  • -Analyzing signals or cryptographic data including analog signals in frequency and time domains
  • -Applying knowledge of multiple telecommunications environments
  • -Using one or more collection systems to optimize acquisition
  • -Applying radio frequency theory, including propagation, antenna theory, and antenna usage
  • -Understanding satellite communications and operations (SATCOM, telemetry)
  • -Identifying relevant sources of information and selecting tools/methods to meet collection requirements
  • -Using signals analysis tools, techniques, and procedures to determine collection needs for measuring technical parameters such as RF, modulation, pulse duration, and scan
  • -Analyzing analog signals using tools such as spectrum analyzers and oscilloscopes
  • -Tailoring technical information and communicating clearly to varied audiences
  • -Incorporating feedback into courses and presentations
  • -Maintaining subject-matter expertise in Technical Collection
  • -Developing new TC courses, modules, and presentations while ensuring accuracy and currency of existing materials
  • -Collaborating effectively with others in the development, delivery, and refinement of training content
Qualifications

Candidates must have 2 or more years of technical teaching experience and/or curriculum development such as:

  • Military technical instruction
  • Academic or industry classroom teaching (faculty or adjunct)
  • On-the-job technical instruction


Additional experience requirements apply based on education level.

Experience Requirements

Without a technical bachelor's degree (Engineering, Mathematics, Computer Science, Physical Sciences, or comparable field):

  • 6 or more years of Technical Collection experience within the past 10 years
  • Relevant military training time (e.g., Signals Collection or Analysis) may count as experience


With a technical bachelor's degree (or higher):

  • 4 or more years of Technical Collection experience within the past 10 years
  • Relevant military training time may count as experience


Salary

-$135,000-153,000

-Salary range is dependent on experience, technical depth, qualifications, and contract requirements.
