Overview
The Technical Business Development Strategist - Energy Market Analysis & Regulatory bridges electricity market, economic, regulatory, and technical expertise with business development to help EPE identify, shape, and pursue strategic opportunities across the North American energy industry. This is not a traditional sales role. The Strategist uses industry expertise and market intelligence to identify where regulatory, market, policy, and investment changes are creating client needs, determine where EPE can provide value, establish relationships with the right decision-makers, and develop those needs into qualified opportunities. Working closely with EPE's Energy Market Analysis (EMA), Regulatory, and Business Development teams, this individual will help EPE proactively pursue the right clients, with the right services, at the right time. This reflects the intent of the current role, which connects market and regulatory developments directly to client engagement and opportunity development.

Market Intelligence & Strategic Growth
Monitor electricity market, regulatory, policy, and investment developments across FERC, state and provincial commissions, ISO/RTOs, utilities, transmission organizations, developers, and other industry participants.
Identify business opportunities created by market reforms, regulatory requirements, resource planning, transmission expansion, interconnection reform, large-load growth, renewable and storage development, resource adequacy, congestion, procurement, and energy infrastructure investment.
Translate market signals, regulatory filings, stakeholder initiatives, and industry trends into target clients, engagement strategies, and actionable business development opportunities.
Develop data-informed target lists and business development strategies in partnership with EMA, Regulatory, and BD leadership.
Provide market feedback to help EPE identify emerging client needs and develop or refine service offerings.
Technical Business Development & Client Engagement
Serve as a technically credible representative of EPE with utilities, ISO/RTOs, regulators, transmission owners, developers, investors, large energy users, and other energy-industry stakeholders.
Understand and effectively communicate EPE's EMA and Regulatory capabilities, including:
Production cost modeling and market simulation
Energy and capacity forecasting
Congestion, curtailment, and transmission economic analysis
Resource planning, resource adequacy, and capacity expansion
Market design, participation, and settlements
Asset valuation and transaction advisory
Regulatory strategy and proceedings
FERC policy and compliance
Tariff development and interpretation
Interconnection policy and reform
Power supply, procurement, and integrated resource planning
Economic, cost-benefit, and regulatory analysis
Understand the business applications of market simulation platforms such as PLEXOS, PROMOD, UPLAN, and Market N*Sight and recognize when EPE's modeling capabilities can address client needs.
Ask informed technical, economic, regulatory, and strategic questions to uncover client challenges and identify opportunities for broader EPE support.
Recognize opportunities requiring integrated EMA, Regulatory, Transmission Planning, or other EPE capabilities.
White-Space Development & Relationship Building
Lead white-space development for EMA and Regulatory, identifying organizations where EPE has limited or no existing presence and developing strategies to establish relationships and create opportunities.
Research target organizations and identify the appropriate decision-makers and influencers across market strategy, regulatory affairs, resource planning, transmission, corporate development, finance, interconnection, operations, and executive leadership.
Leverage industry experience, professional networks, EPE relationships, stakeholder groups, conferences, and other industry forums to establish meaningful paths into target organizations.
Develop client engagement strategies based on known challenges, market and regulatory drivers, relevant EPE capabilities, competitive considerations, and relationship gaps.
Partner with Account Managers to identify opportunities to expand EMA and Regulatory services within existing EPE accounts.
Represent EPE at targeted industry conferences, ISO/RTO stakeholder meetings, regulatory forums, working groups, and client engagements that support market intelligence, relationship development, and opportunity creation.
Opportunity Development & Proposal Strategy
Convert identified market signals and client needs into qualified business opportunities in collaboration with EMA and Regulatory leadership and subject matter experts.
Translate client challenges into preliminary scopes, analytical approaches, deliverables, assumptions, schedules, and resource requirements.
Independently develop substantial portions of technical proposals and scopes of work, with appropriate technical leadership providing final validation.
Lead or support pursuit strategy, positioning, differentiators, win themes, and technical messaging.
Participate in RFP reviews and bid/no-bid decisions based on technical fit, client relationships, market intelligence, competitive positioning, resources, and probability of success.
Maintain continuity from initial market signal through client engagement, opportunity development, proposal development, and handoff to the delivery organization.

Education & Experience
Bachelor's degree in Engineering, Economics, Finance, Energy, Public Policy, Business, or another discipline relevant to electricity markets and the energy industry.
7+ years of experience in electricity markets, utility strategy, regulatory affairs, energy economics, resource planning, ISO/RTO operations, energy consulting, project development, or a related field.
Demonstrated experience working with utilities, ISO/RTOs, developers, regulators, transmission organizations, investors, or other energy-market participants.
Strong understanding of North American electricity markets and the interaction among market structures, regulation, transmission, generation, load, and investment decisions.
Experience developing technical or advisory scopes, proposals, analyses, recommendations, regulatory materials, or similar client deliverables.
Technical & Business Development Skills
Working knowledge of wholesale electricity markets, ISO/RTO structures, energy and capacity markets, production cost modeling, congestion, resource adequacy, market participation, settlements, and transmission economics.
Familiarity with FERC, state utility commissions, ISO/RTO tariffs and market rules, regulatory proceedings, and interconnection policy.
Ability to interpret market studies, regulatory filings, tariffs, planning documents, and industry developments and identify potential consulting opportunities.
Ability to connect market and regulatory developments to clients' financial, operational, planning, and investment needs.
Strong consultative communication and relationship-building skills with the ability to engage technical, regulatory, commercial, and executive stakeholders.
Ability to independently research target organizations, identify the right stakeholders, secure meetings, uncover needs, and advance opportunities.
Strong technical and business writing skills with the ability to develop scopes of work, proposals, presentations, and client-facing materials.
Ability to work independently while collaborating effectively across Business Development, EMA, Regulatory, Transmission Planning, and other EPE practices.
Willingness and ability to travel for client meetings, stakeholder forums, conferences, and EPE strategy sessions.
Preferred Qualifications
10+ years of relevant industry experience.
Prior experience with an ISO/RTO, utility, regulatory commission, developer, market participant, or energy consulting organization.
Direct experience with one or more North American markets, including ERCOT, MISO, PJM, SPP, CAISO, NYISO, ISO-NE, IESO, or AESO.
Experience with PLEXOS, PROMOD, UPLAN, Market N*Sight, or comparable market-modeling platforms.
Experience with market design, tariffs, regulatory proceedings, resource planning, interconnection policy, asset valuation, transaction advisory, or infrastructure investment analysis.
Existing industry relationships and demonstrated involvement in relevant stakeholder groups, regulatory proceedings, working groups, or industry forums.
