Position OverviewBlackrock Strategy is seeking a
Technical Analysis Specialist to provide advanced technical and analytical support to Task Force RAPTR technology experimentation and assessment activities.
This position serves as a technical lead for complex technology assessments, with emphasis on
electromagnetic spectrum (EMS) analysis, threat-informed red teaming, quantitative analysis, and sustainment evaluation. The specialist will help ensure emerging technologies are evaluated against realistic operational requirements, threat environments, technical performance criteria, and transition considerations.
Working across engineering, operational, intelligence, and acquisition communities, this position supports rapid experimentation and defensible technology fielding decisions within the
Buy-Try-Decide framework.
The ideal candidate brings deep technical expertise, strong quantitative and problem-solving capabilities, and the ability to translate complex technical information into actionable findings for Government stakeholders and senior leaders.
Key Responsibilities- Conduct electromagnetic spectrum monitoring and analysis during experimentation and assessment events, including evaluation of RF performance, signal interference, LPD/LPI characteristics, EMCON compliance, and spectrum-management considerations.
- Lead threat-informed red teaming and vulnerability assessments to evaluate prototype systems against current and emerging operational, cyber, supply-chain, and security threats.
- Design and apply quantitative analytical methodologies to complex performance datasets and develop analytical tools, visualizations, and decision-support products.
- Provide technical and analytical support to experimentation teams, including statistical validation, performance analysis, Critical Operational Issue (COI)-aligned metrics, and Body of Evidence (BoE) development.
- Evaluate system reliability, availability, maintainability, and sustainment considerations to support technology transition and fielding recommendations.
- Coordinate with intelligence organizations, operational units, technical teams, and other stakeholders to develop realistic threat scenarios and operationally representative assessment environments.
- Provide specialized technical expertise across multidisciplinary assessment and Cross-Functional Analysis Teams (CFATs), supporting integrated assessment planning, execution, and analysis.
- Serve as a technical liaison with Government organizations, industry, academia, research laboratories, test facilities, and other mission partners.
- Develop and communicate technical findings, assessment results, and recommendations through analytical products, technical reports, briefings, and other decision-support materials.
- Support technical working groups, planning conferences, field experimentation events, and continuous improvement of experimentation and assessment methodologies.
Required Qualifications- U.S. Citizenship required
- Active TS/SCI security clearance
- Bachelor's degree in Engineering, Computer Science, Physics, Mathematics, or a related technical field
- Minimum 10 years of progressive technical experience in defense systems, electromagnetic spectrum analysis, systems integration, or a related field
- Demonstrated expertise in electromagnetic spectrum analysis, electronic warfare, RF systems, or communications technologies
- Experience with red teaming, cybersecurity assessment, vulnerability assessment, or threat analysis
- Experience with quantitative analysis, statistical modeling, data science, or analytical tool development
- Experience with DoD acquisition, systems engineering, test and evaluation, or technical risk management
- Strong analytical, technical writing, communication, and stakeholder-coordination skills
- Ability to support field experimentation, test ranges, and operational environments
Preferred Qualifications- Master's degree or Ph.D. in a relevant technical discipline
- Professional certification in systems engineering, cybersecurity, or a related technical specialty
- Experience supporting DoD rapid acquisition, prototyping, experimentation, or operational assessment programs
- Experience with DIA, RPP, T-REX, JRE, APFIT, or similar DoD experimentation and technology-transition efforts
- Experience with reliability, availability, and maintainability (RAM) analysis or sustainment planning
- Proficiency with MATLAB, Python, R, or similar analytical tools
- Experience with Tableau, Power BI, or similar data-visualization tools
- Experience supporting multidisciplinary technical or Cross-Functional Analysis Teams
Work Environment- Combination of analytical, technical/laboratory, and field-based work
- On-site support within the Huntsville, Alabama area; Central Indiana; or National Capital Region, based on program and customer requirements
- Field support at test ranges, operational installations, and experimentation locations
- Regular coordination with Government, engineering, operational, intelligence, industry, and research stakeholders
- Work may involve classified facilities, information, systems, and activities consistent with clearance requirements
- Extended hours, weekends, or surge support may be required during critical experimentation events
- Approximately 20% CONUS and OCONUS travel, based on mission requirements
