Team Lead System Analyst Programmer (FT), MFRE40272IS
Supervise the Information Systems programmer analyst staff by planning, assigning, directing, and evaluating the work of programmer analysts engaged in the analysis, design, development, implementation, and maintenance of software systems that support organizational objectives. Provides leadership for project delivery while ensuring quality, productivity, adherence to development standards, and effective customer service.Exercises first-line supervisory responsibility, including employee selection, onboarding, work assignments, coaching, mentoring, performance management, disciplinary actions, and staff development. Maintains sufficient technical expertise in all phases of systems analysis, application development, and project implementation to provide technical direction, establish development standards, resolve complex issues, and oversee successful delivery of software solutions.

  • Directly supervise programmer analysts by assigning work, establishing priorities, monitoring workloads, and ensuring projects are completed within established timelines and quality standards.
  • Recruit, interview, recommend hiring, onboard, train, mentor, and develop programmer analysts to build a highly effective technical team.
  • Collaborate with stakeholders, users, and vendors to gather business requirements, evaluate feasibility, and develop project plans and technical specifications.
  • Conduct employee performance evaluations; establish performance expectations; provide coaching, counseling, recognition, and corrective action to improve employee performance and support professional growth.
  • Address employee relations matters and recommend or administer disciplinary actions consistent with organizational policies and procedures.
  • Plan, organize, and coordinate staff assignments and resource allocation to meet departmental objectives and operational priorities.
  • Serve as project leader for assigned initiatives, overseeing software analysis, design, development, testing, documentation, implementation, and post-implementation support.
  • Review and approve technical work products, including application designs, programming standards, code quality, testing results, documentation, and implementation plans to ensure compliance with departmental standards and best practices.
  • Collaborate with business stakeholders, users, vendors, and Information Technology leadership to gather business requirements, evaluate project feasibility, establish priorities, and develop project plans and technical specifications.
  • Design or oversee the design of new software applications and enhancements to existing systems that meet organizational and business needs.
  • Provide technical leadership in system architecture, application design, database structures, data models, workflow integration, and software development methodologies.
  • Resolve complex technical issues, provide advanced troubleshooting assistance, and oversee support for production applications to minimize operational disruptions.
  • Coordinate implementation activities with Network Services, Operations Support, Cybersecurity, and other departments to ensure reliable deployment and ongoing system maintenance.
  • Develop, implement, and continuously improve development processes, coding standards, documentation practices, and quality assurance procedures to improve team effectiveness and operational efficiency.
  • Monitor project progress, staff productivity, and performance metrics, providing regular status updates and recommendations to Information Technology management.
  • Participate in departmental planning by identifying technology needs, recommending process improvements, and assisting with strategic planning initiatives.

  • Qualifications:
    • Education
      • Bachelor's degree in Computer Science or Information Technology or an equivalent combination of education and experience required.
    • Experience
      • Four (4) years of progressively responsible experience in systems analysis, systems design, application development, programming, or related systems development, including experience working in web-based and cloud environments.
      • Experience in project leadership, team leadership, or supervisory responsibilities is preferred.
      • Strong proficiency in modern programming languages and software development practices.
      • Demonstrated experience with systems analysis, database design, software architecture, and application development.
      • Experience with one or more of the following is required: Crystal Reports, SQL Server, and/or ad hoc reporting tools.
      • Familiarity with modern project management and software development methodologies.
      • Experience with enterprise application systems; experience with Ellucian Colleague and/or Business Objects is preferred.
      • Demonstrated ability to analyze complex technical and business requirements, identify solutions, and resolve problems effectively.
      • Excellent written and verbal communication, interpersonal, organizational, and collaboration skills.
      • Demonstrated ability to manage multiple projects, establish priorities, coordinate resources, and meet competing deadlines.
      • Experience providing technical guidance, mentoring, or training to other technical staff is preferred.
      • Experience participating in employee performance management, staff development, or other supervisory functions is preferred.

    Hiring Range:
    13 Salary Starting salary beginning at $84,672, based on education and experience
