About the Role:The Talent Acquisition Manager leads the full lifecycle recruiting strategy for the Service Delivery Organization, ensuring the organization attracts, engages, hires, and retains high-quality talent across all contracts. This role is responsible for building a scalable, compliant, and data-driven talent acquisition strategy that supports workforce planning and business growth across Service Delivery. The Talent Acquisition Manager partners closely with organizational leadership, Human Resources, and hiring managers to forecast workforce needs, refine recruiting processes, strengthen talent pipelines, and deliver an exceptional candidate experience.
Location: Hybrid; Arlington, VA. Work onsite in Arlington, VA at least 2-3 days per week, with flexibility to work remotely on other days.
Travel: Occasional travel may be required to support organizational, recruiting, workforce planning, and business needs.
Responsibilities:- Lead full-cycle recruiting for technical, professional, and leadership positions across the Service Delivery Organization.
- Develop and execute talent acquisition strategies aligned with organizational goals, workforce requirements, and contract needs.
- Partner with Human Resources to manage workforce planning, forecasting, hiring prioritization, and talent pipeline development.
- Build strong partnerships with hiring managers to ensure clear role requirements, qualifications, competencies, and selection criteria.
- Oversee sourcing strategies utilizing job boards, social platforms, employee referrals, professional networks, and passive candidate outreach.
- Develop and maintain diverse, qualified talent pipelines to support current and anticipated workforce needs.
- Implement, evaluate, and continuously optimize recruiting processes, tools, and workflows to improve efficiency, scalability, compliance, and hiring outcomes.
- Track and report recruiting metrics, trends, pipeline activity, time-to-fill, and performance insights to organizational leadership.
- Ensure an exceptional candidate experience throughout the recruiting lifecycle, from initial application through selection and contract onboarding.
- Manage relationships with external recruiting partners, staffing firms, and other talent acquisition vendors.
- Partner with HR and organizational leadership to ensure employee training, certifications, and skillsets remain aligned with government, contractual, and industry standards.
- Support the tracking, forecasting, and maintenance of required employee credentials and certifications across the workforce.
- Identify recruiting trends, challenges, and opportunities and recommend data-driven improvements to talent acquisition strategy and processes.
- Travel occasionally to support recruiting events, organizational initiatives, workforce planning activities, and other business needs.
Minimum Qualifications:- Bachelor's degree in Human Resources, Business, or a related field.
- 5+ years of experience in full-cycle recruiting, talent acquisition, human resources, or a related discipline.
- Demonstrated success managing high-volume and specialized recruiting pipelines.
- Strong knowledge of sourcing strategies, interviewing techniques, candidate assessment, and selection methodologies.
- Proven experience partnering with senior leaders and hiring managers to define talent requirements and execute hiring strategies.
- Excellent communication, relationship-building, stakeholder management, and organizational skills.
- Ability to manage competing priorities and meet deadlines in a fast-paced environment.
- Experience working in federal contracting, government services, regulated industries, or similarly compliance-focused environments.
Preferred Qualifications:- Experience working with HRIS platforms, applicant tracking systems, and recruitment dashboards.
- Proficiency with LinkedIn Recruiter and other candidate sourcing and talent intelligence tools.
- Proficiency with Microsoft Teams, Excel, SharePoint, and other collaboration and productivity platforms.
- Knowledge of recruiting and employment compliance requirements, including EEO and OFCCP regulations.
- Additional experience in federal contracting, government services, or regulated industries.
- SHRM-CP, SHRM-SCP, PHR, or another relevant HR or talent acquisition certification.
- Familiarity with workforce planning, talent analytics, recruiting metrics, and data-driven talent strategies.
