General Description
The purpose of this position is to provide daily field leadership, coordination, and technical oversight for the inspection, preventive and corrective maintenance, troubleshooting, repair, and emergency response activities associated with Toho Water Authority lift stations and related wastewater collection assets. The Foreman plans and assigns daily work, directs lift station mechanics and other assigned personnel, monitors work progress, verifies completed work, and ensures that all activities are performed safely, efficiently, and in accordance with established procedures, regulatory requirements, and departmental expectations.

Serving as the primary field-level point of coordination, the Foreman works closely with the Operations Maintenance Manager, lift station mechanics, electricians, SCADA, Operations, Engineering, Asset Management, contractors, vacuum truck personnel, and other supporting groups. The position requires a strong field presence and practical knowledge of pumps, motors, valves, piping, wet wells, generators, bypass pumping systems, mechanical equipment, electrical control systems, SCADA, instrumentation, and related wastewater collection infrastructure.

The Foreman provides technical support for complex troubleshooting, emergency response, condition assessments, maintenance planning, employee training, work-order quality, inventory readiness, and continuous improvement of lift station maintenance practices. The position may also participate directly in field work when necessary and is subject to standby, after-hours response, severe weather response, and declared emergency assignments.

Essential Functions
Daily Field Supervision and Work Coordination

• Plans, schedules, assigns, coordinates, and directs the daily activities of lift station mechanics and other assigned personnel.
• Conducts or participates in daily work planning and safety meetings and communicates priorities, operational concerns, special assignments, equipment failures, and other relevant information to assigned staff.
• Reviews open work orders, preventive maintenance activities, corrective maintenance requests, alarms, equipment failures, and operational conditions to establish daily priorities.
• Ensures appropriate personnel, vehicles, tools, materials, equipment, PPE, and other resources are available before work begins.
• Monitors work throughout the day and adjusts assignments and resources based on changing operational conditions, emergencies, equipment failures, staffing, weather, or other priorities.
• Maintains regular communication with assigned employees and verifies that work is progressing as expected.
• Inspects completed work for quality, completeness, proper equipment operation, housekeeping, and compliance with established maintenance and safety procedures.
• Ensures lift stations are left in a safe, secure, and normal operating condition following maintenance or repair activities whenever possible.

Lift Station Maintenance and Technical Support

• Provides field leadership and technical assistance for preventive, predictive, and corrective maintenance of lift station equipment.
• Assists employees with troubleshooting mechanical, electrical, control, instrumentation, and operational problems within the limits of training, qualifications, and authorization.
• Evaluates the operation and condition of pumps, motors, valves, piping, wet wells, level controls, generators, control panels, SCADA equipment, bypass connections, pressure gauges, guide rails, lifting chains, and other associated equipment.
• Reviews pump operating conditions including pump runtimes, starts, drawdown information, discharge pressure, flow information, pump curves, abnormal operating characteristics, and other available data to identify potential equipment or system problems.
• Coordinates pump removal, installation, unclogging, inspection, and replacement activities using truck-mounted cranes, lifting equipment, rigging, and established safe-work practices.
• Coordinates inspection, repair, and replacement of check valves, plug valves, piping, fittings, couplings, discharge components, guide rail systems, and other mechanical equipment.
• Assists with diagnosing recurring equipment failures and makes recommendations regarding repair, replacement, rehabilitation, or additional investigation.
• Coordinates with Electrical and SCADA personnel when specialized electrical, instrumentation, communications, control, or programming support is required.
• Ensures equipment removed from service is properly identified, documented, transported, stored, or routed for repair.

Preventive Maintenance and Condition Assessment

• Ensures assigned preventive maintenance activities are completed according to established frequencies, procedures, and departmental expectations.
• Reviews preventive maintenance work for completeness and identifies deficiencies requiring corrective maintenance or follow-up.
• Conducts and assists with lift station condition assessments and evaluates the condition of mechanical, structural, electrical, control, site, security, and operational components.
• Documents deficiencies and recommends maintenance, repair, replacement, rehabilitation, or capital improvements based on observed conditions.
• Assists with evaluating station performance and identifying opportunities to improve reliability, maintainability, operational efficiency, standardization, and life-cycle cost.
• Assists the Operations Maintenance Manager with developing maintenance priorities based on equipment condition, criticality, operating history, failure trends, and field observations.

Emergency Response and Bypass Operations

• Responds to lift station emergencies including pump failures, high wet well levels, electrical failures, generator failures, force main or piping problems, loss of communications, abnormal inflow, severe weather, and potential or active sanitary sewer overflows.
• Evaluates emergency conditions and coordinates personnel, equipment, contractors, vacuum trucks, portable pumps, portable generators, electricians, SCADA personnel, and other resources necessary to protect the wastewater collection system.
• Directs and assists with temporary and emergency bypass pumping operations.
• Coordinates deployment, setup, operation, inspection, monitoring, and removal of portable bypass pumps.
• Ensures suction and discharge hoses, electrical cables, generator connections, temporary level-control devices, float balls, and related bypass equipment are properly positioned and monitored.
• Develops or assists with field implementation of bypass plans and ensures temporary pumping arrangements are monitored and adjusted as required.
• Communicates significant operational conditions and emergency activities to the Operations Maintenance Manager and other appropriate personnel.
• Participates in standby assignments and may be required to respond outside normal working hours, including nights, weekends, holidays, severe weather events, and declared emergencies.

Vacuum Truck and Wet Well Maintenance Coordination

• Coordinates routine and corrective wet well cleaning with vacuum truck personnel.
• Evaluates wet wells for excessive grease, sediment, rags, debris, abnormal accumulation, infiltration, or other conditions requiring cleaning or corrective action.
• Coordinates safe positioning of vacuum trucks, hoses, personnel, vehicles, and equipment at lift station sites.
• Verifies that wet well equipment, floats, guide rails, chains, pumps, piping, and other components are inspected when access and operating conditions allow.
• Ensures stations are returned to normal operating condition following cleaning activities.

Safety and Regulatory Compliance

• Promotes and enforces safe work practices and ensures employees comply with applicable Toho safety policies, procedures, OSHA requirements, and departmental standards.
• Conducts or participates in job safety briefings, job hazard analyses, toolbox meetings, and other required safety activities.
• Ensures appropriate PPE, tools, barricades, traffic-control devices, fall protection, atmospheric monitoring equipment, electrical PPE, lifting equipment, and other safety resources are used when required.
• Ensures appropriate lockout/tagout procedures are followed when equipment must be isolated for maintenance or repair.
• Oversees work around open wet wells, valve vaults, below-grade structures, electrical equipment, cranes, suspended loads, vacuum trucks, bypass pumps, generators, traffic, and other field hazards.
• Participates in confined-space activities as required and within the employee's training and authorization.
• May serve as an authorized entrant, attendant, or other assigned role during confined-space operations.
• Ensures confined spaces are ventilated and atmospherically tested before entry and that no employee enters unless atmospheric conditions are confirmed acceptable in accordance with established confined-space procedures.
• Ensures required atmospheric monitoring, ventilation, communication, retrieval equipment, entry documentation, and other confined-space controls are maintained throughout the entry.
• Immediately addresses unsafe conditions and elevates significant safety concerns to supervision.

Employee Leadership, Training, and Development

• Provides daily direction, coaching, technical guidance, and field training to lift station mechanics and other assigned personnel.
• Develops employees' knowledge and skills in lift station inspections, preventive maintenance, troubleshooting, pump operation, valves, piping, bypass pumping, generators, confined-space procedures, crane and rigging practices, work-order documentation, and other assigned activities.
• Promotes accountability, teamwork, professionalism, safe work practices, communication, and proper care of Toho equipment and facilities.
• Evaluates field performance and provides timely feedback to employees regarding work quality, productivity, safety, attendance, communication, and adherence to established expectations.
• Communicates employee performance or conduct concerns to the Operations Maintenance Manager and provides factual documentation and recommendations when corrective action may be necessary.
• Assists with onboarding and field training of newly hired or transferred employees.
• Identifies employee training needs and communicates recommendations to the Operations Maintenance Manager.

CMMS, Documentation, and Reporting

• Uses the computerized maintenance management system (CMMS) to assign, review, monitor, update, and close work orders as appropriate.
• Reviews employee work-order documentation for accuracy, completeness, and sufficient detail.
• Ensures work orders identify equipment inspected or repaired, conditions found, troubleshooting performed, repairs completed, parts used, equipment replaced, and follow-up work required.
• Creates corrective work orders for deficiencies identified during inspections, preventive maintenance activities, condition assessments, and emergency response.
• Maintains or assists with preparation of daily work reports, equipment status reports, station condition information, maintenance records, and other documentation requested by supervision.
• Reviews available operating data including pump runtime, starts, drawdown, flow, alarms, and historical maintenance information when evaluating station performance or recurring problems.
• Ensures significant unresolved conditions are properly documented and communicated before the end of the workday.

Inventory, Vehicles, Tools, and Equipment

• Monitors availability and condition of frequently used mechanical parts, repair materials, tools, PPE, bypass equipment, lifting equipment, and other supplies necessary to support lift station maintenance.
• Identifies parts and materials that require replenishment and communicates inventory needs to the appropriate personnel.
• Assists with obtaining quotes and identifying appropriate parts, materials, tools, and equipment when requested.
• Ensures employees properly check out, return, clean, store, and maintain assigned tools, equipment, and inventory.
• Ensures assigned service vehicles and truck-mounted cranes are inspected and maintained in a safe and serviceable condition.
• Reviews pre-use inspections and identifies vehicles, cranes, rigging, tools, generators, pumps, or other equipment requiring repair or removal from service.
• Coordinates the staging and readiness of portable pumps, generators, hoses, cables, fittings, and other emergency-response equipment.

Contractors, Projects, and Interdepartmental Coordination

• Coordinates field activities with contractors, vendors, Engineering, SCADA, Electrical, Operations, Asset Management, vacuum truck personnel, and other departments as required.
• Provides field knowledge and operational input for lift station rehabilitation, replacement, modification, and improvement projects.
• Participates in project site visits and reviews plans and specifications from an operations, maintenance, access, safety, reliability, and maintainability perspective when requested.
• Identifies field conditions that may affect construction, maintenance access, bypass operations, equipment removal, future repairs, or station reliability.
• Assists with lift station startup, testing, acceptance, rehabilitation, or post-construction inspections as assigned.
• Observes contractor work within assigned areas and communicates concerns regarding quality, safety, operational impact, or deviation from expected work to the appropriate supervisor or project representative.
• Assists with coordinating specialty services such as crane work, vacuum trucks, wet well cleaning, pump repairs, piping repairs, bypass pumping, and other contracted maintenance activities.
