Purpose and Impact:

We are currently seeking a Systems Engineer Level 3 with an active TS/SCI with Poly to join our team in the Hanover, MD area. General Office environment the work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.  

Purpose

• Provide senior systems engineering leadership for requirements, architecture, interface governance and technical traceability for Government-owned training systems.

• Leads development and quality review of systems engineering work products, including requirements baselines, architecture views, interface control documentation, and technical analyses (trade studies).

• Serves as the senior engineering authority for correctness and consistency of SE artifacts and for evaluating cross-system impacts of proposed changes.

• The Systems Engineer 3 supports the Technical Manager by providing engineering decision support and documented analyses, but does not assume responsibility for engineering execution management, operational readiness governance, or cross-discipline delivery leadership, which remains with the Technical Manager.

Essential Responsibilities:

The Level 3 Systems Engineer shall possess the following capabilities:

• Leads systems engineering artifact governance for assigned systems (requirements baseline quality, architecture conventions, interface documentation standards, and traceability expectations).

• Lead cross-system dependency and interface governance by ensuring interfaces are fully defined, controlled, and reflected accurately in architecture and integration artifacts.

• Conduct and document engineering trade studies/analyses of alternatives for proposed changes, including assumptions, constraints, risks, and recommended technical options.

• Provide senior technical review of change impact analyses to ensure requirements/interfaces/verification impacts are identified and documented prior to implementation.

• Ensure requirements-to-verification traceability intent is clearly defined to support QA/Test planning (without owning test execution or release acceptance authority).

• Review and approve (SE quality approval) systems engineering work products for completeness, consistency, and technical correctness; mentor junior systems engineers.

• Review hardware and software lifecycles and provide recommendations to technical team leads and Technical Manager.  Provide input into yearly and contract length spend and technical refresh plans.  Coordinate program wide hardware and software needs across Infrastructure and DevOps teams.  Work with Technical Manager and procurement teams to quote, purchase, receive hardware and software.  Work with Property Manager to facilitate asset tracking and dissemination of hardware and software to appropriate teams.

Security Clearance Required:

• TS/SCI w/ Polygraph

Minimum Education & Years of Experience:

• Doctoral degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university and twenty (20) years of relevant experience 

• OR Master’s degree in the same fields and twenty-two (22) years of relevant experience 

• OR Bachelor’s degree in the same fields and twenty-five (25) years of relevant experience 

• OR Associate’s degree (or 18 semester hours or military coursework/training in a related field) and twenty-seven (27) years of relevant experience 

• OR High school diploma/GED and thirty (30) years of relevant experience 

• Relevant experience includes senior systems engineering leadership for programs of similar scope, including leading SE efforts, end-to-end trade studies, requirements and baseline governance across the lifecycle, integration strategy, and technical risk management.  

Required Certifications:

• Sec+ or equivalent, DoD 8570 IAT Level II Certification is required.
