- Working with the Director of the FNA Office of Research and other agency leaders, assumes a leadership role in identifying evaluation, data, and evidence needs to inform policy decision-making.
- Developing and overseeing plans for executing quantitative and qualitative data collection and analyses to deliver on those needs.
- Typical range of supervisory duties including planning and assigning work to subordinates, developing performance standards, and evaluating work performance.
- Providing administrative and technical advice and counsel, identifying and providing training, managing and approving travel requests and reimbursements, effecting minor disciplinary measures when needed, and hiring and promoting staff.
- Exercises discretion and judgment in determining whether to broaden or narrow the scope of projects.
- Analyses, evaluations, and recommendations are reviewed for methodological rigor, accuracy, quality, and potential influence on broad and policy objectives and program goals.
- Skill in written, oral, and interpersonal communications with a high degree of tact, diplomacy, discretion, and judgment while representing FNA and in carrying out the duties with other agencies and organizations.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. To qualify for the GS-15: Applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as:
- Engaging executive leadership and other senior stakeholders to negotiate complex agency priorities related to evidence and evaluation;
- Designing advanced research methodologies and data evaluation plans for agency level strategic initiatives; and
- Directing multidisciplinary teams and operational workflows to ensure delivery of critical objectives.
