Federal Construction Superintendent / SSHO / QCM

West Point Contractors is seeking an experienced Superintendent / SSHO / Quality Control Manager (QCM) to support a federal construction project in Southern Arizona. This role requires a highly adaptable construction professional who can successfully manage multiple disciplines, coordinate field operations, and maintain strict compliance with federal quality control requirements.

The ideal candidate is a hands-on leader with broad commercial and federal construction experience who can effectively oversee diverse scopes of work, including:
  • Mechanical, Electrical, and Plumbing (MEP) systems
  • Roofing systems
  • Structural steel
  • Concrete construction
  • Asphalt paving and site improvements
  • Building canopies and specialty structures
  • Civil/site work
  • General building renovations and repairs

This position requires someone who is comfortable wearing multiple hats-providing daily field leadership, coordinating subcontractors, managing quality control documentation, reviewing submittals and inspections, and ensuring work is performed in accordance with contract documents, specifications, and federal requirements. Primary/Initial worksite is Nogales, Arizona. Willingness to travel across AZ, CA, and surrounding federal sites as future projects demand preferred.

Ideal Candidate Qualifications:
  • Proven experience as a Superintendent and/or Quality Control Manager on federal, military, or other government projects.

  • Experience reviewing plans, specifications, RFIs, submittals, and daily quality documentation.
  • Ability to identify potential issues before they impact schedule, cost, or quality.

Superintendent / SSHO / QCM Responsibilities
  • Supervise functional construction efforts to ensure projects are constructed in accordance with design, budget, and schedule
  • Plan, coordinate, supervise, and manage resources to meet project objectives
  • Implement and administer the projects approved Quality Control Plan.
  • Supervise and direct field supervisors and subcontractors to ensure productivity, efficient use of materials and equipment, and contractual performance
  • Assist project team in scheduling, developing, and implementing project procedures, working documents, and standards
  • Interface with all on-site work teams (including subcontractors) to resolve problems, ensure quality, safety, and achieve schedules
  • Review shop drawings and prepare submittals for conformance with project specifications; maintain accurate submittal register.
  • Coordinate, supervise, and manage on-site trades personnel, subcontractor work, testing & inspections.
  • Ensure compliance with OSHA regulations and corporate safety initiatives
  • Maintain proficiency in Microsoft Office applications
  • Experience working on federal projects required
  • Must be able to obtain access to Federal Installations


Education
  • High school diploma or equivalent required.
  • Bachelor's Degree in Civil Engineering, Construction Management or related field preferred.


Required Experience & Certifications
  • Minimum 7 years supervising heavy civil construction projects.
  • OSHA 30, CPR/First Aid, QCM Certification, and EM 385-1-1 (or obtain within 3 months of hire)
  • Experience with QC inspections, submittals, commissioning, and testing oversight.
  • Experience coordinating materials testing, surveying, and utility inspections.
  • Experience managing multiple subcontractors while maintaining project schedule.
  • Federal construction experience required.
  • Must be able to obtain access to federal installations.


Knowledge, Skills & Abilities
  • Thorough knowledge of construction methods, equipment, materials, company policies, procedures, and union agreements
  • Experience managing projects ranging from $2M-$15M in a firm fixed-price environment
  • Excellent communication, organizational, supervisory, and planning skills
  • Proven time management skills with the ability to multi-task and prioritize work on multiple projects
  • Flexible, self-motivated, and professional
  • Meticulous with timely reports and meeting submission deadlines
  • Experience using BuilderTrend software or similar construction management software

  • Salary: $115,000-$180,000 depending on experience
  • Preference given to candidates residing in a HUBZone-designated area

Successful candidates must be able to obtain clearance to Federal project sites. This includes, but is not limited to: Department of Defense (Air Force, Navy, Army), Department of Transportation, Federal Aviation Administration, Department of Veteran Affairs, United States Army Corp. of Engineers, Mission & Installation Contracting Command, Federal Bureau of Prisons. These clearances include entry level background checks can also include, fingerprinting, proof of citizenship, declaration for federal employment, tuberculosis testing, and credit checks. It is the responsibility of the employee to maintain the ability to obtain installation access, it is a condition of the position.
