Staff Environmental Engineer, Easton, PA

GENERAL SUMMARY:

Responsible for managing environmental programs under the Plant & Facilities Engineering Department. Specifically provide management and technical support for all Crayola facilities, properties and utilities for the Stormwater Management Program, Wastewater Treatment Management Program, Air Quality Management Program, Spill Prevention Control and Countermeasures (SPCC) Program, and Pollution Prevention and Contingency (PPC) Management Program. Accountable for ensuring and maintaining compliance in these specific regulatory areas for all of Crayola Operations. Provide strategic analysis and guidance to the Director of Facilities & Engineering regarding changing regulatory requirements that can impact Crayola operations, including potential impacts of regulatory changes on business initiatives, operating costs, capital projects, and initiatives to achieve sustainability goals as set by Crayola & Hallmark Leadership.

Also, responsible for managing compliance with other facility specific business licenses such as X-ray machine operation, boiler operation, elevator license, DRBC groundwater withdraw permit, etc.

Position requires the further development of Crayola's Environmental Management Program to meet the company's desire to maintain a regulatory compliant environmental program.

PRINCIPAL DUTIES & RESPONSIBILITIES:

  • Provide strategic direction to manage and sustain the Environmental Management Program Responsibilities for the Plant & Facilities Engineering Depart, with a focus on Crayola facilities in the Lehigh Valley.
  • Accountable for Crayola regulatory compliance and facility/operations permitting and compliance for Air Quality, Stormwater, Wastewater, SPCC/PPC Management Programs.
  • Per permit requirements, monitor, complete inspections, and report on environmental performance metrics for air emissions, wastewater, and stormwater.
  • Provide engineering design and support of solutions through system integration, process designs, including support of pollution control systems. Maintain environmental records and ensure accurate, timely, and correct submission of environmental monitoring reports, annual reports, permit renewal applications, permit fees, etc.
  • Develop Crayola internal and customer-facing environmental programs, including execution, training, and documentation.
  • Collaborate with cross-functional teams to integrate environmental considerations into manufacturing processes and projects.
  • Lead and manage environmental projects from conception to completion, ensuring timely delivery and adherence to budget and quality standards.
  • Develop and implement strategies for mitigating environmental issues and risks, including emergency response plans and corrective actions.
  • Conduct root cause analysis for environmental incidents and develop action plans to prevent recurrence.
  • Conduct environmental impact assessments and audits to identify potential environmental risks and areas for improvement.
  • On-call for Environmental Program Support (e.g., emergency response for spills, wastewater treatment system upsets, etc.) to provide emergency response guidance and support for environmental incidents (spills, air quality releases, wastewater treatment plant upsets).
  • Liaise with regulatory agency officials/inspectors
  • Maintain/manage Crayola's commercial operating licenses for boilers, x-ray devices, elevators, groundwater wells and all associated monitoring, sampling, recordkeeping, reporting, work practice standards, and permit renewals.
  • Manage lease and service agreements associated with contracted services, environmental regulatory / sustainability programs including landfill free, recycling and energy reduction initiatives. Responsible for all MRO agreements with vendors.


JOB SPECIFICATIONS: (Knowledge, skills and abilities normally required for competent performance in the job.)

  • Bachelor's degree in environmental engineering, chemical engineering, or a related engineering field.
  • Minimum of 7 years' experience with environmental compliance programs for manufacturing facilities.
  • Experience with Pennsylvania Department of Environmental Protection (PA DEP) and EPA Air Quality Permits and Air Quality Regulations.
  • Experience with PA DEP and EPA Industrial Stormwater Discharge Permits and Regulations.
  • Experience with PA DEP and EPA Industrial Pre-Treatment Programs and Discharge Permits and Regulations.
  • Experience with EPA SPCC Program and Regulations.
  • Experience with PA DEP PPC Program and Regulations.
  • Experience Managing Environmental Sampling and Monitoring for Permit Compliance for Industrial Processes.
  • Familiar with other prominent EPA and Pennsylvania regulations and program areas such as EPCRA (CRTK/Tier II, TRI), RCRA (hazardous waste, solid waste, recycling), Ozone Depleting Substances, and Greenhouse Gas Reporting.
  • Knowledgeable in basic chemistry and biology and able to understand the laboratory reports for environmental samples.
  • Conduct monthly visits to each facility to review environmental systems in place.that are important to having a successful environmental program.
  • Able to communicate effectively with regulatory personnel.
  • Excellent business depth and knowledge with strong leadership skills.
  • 40-HR HAZWOPER Training, 8-Hr Supervisor Training, desirable.
  • Conduct monthly visits to each facility to review environmental systems in place.
