Position Overview

The ideal candidate will manage large government program financials via Earned Value Management, including developing and maintaining an Integrated Master Schedule (IMS) and will work closely with the Program Manager, project staff, finance, and accounting.

Responsibilities
  • Provide timely and up-to-date financial and status data.
  • Financial tracking and analysis; assessing financial data to identify trends and concerns.
  • Work with program staff to develop and analyze Estimates to Complete (ETC) and Estimates at Completion (EAC).
  • Monitor subcontractor financials and material purchases.
  • Support the Program Manager (PM) in preparing financial reports and communicating with the government customers.
  • Assist in preparation of Program Management Review (PMR) presentations.
  • Track percent complete in compliance with an Integrated Master Schedule (IMS).
  • Maintain Work Breakdown Structure (WBS) in compliance with Statement of Work (SOW).
  • Manage and communicate Charge Numbers, monitor labor charging.
  • Assist in the development and analysis of cost proposals for submittal to customers.
  • Work with finance to update Deltek Costpoint financial data.
  • Coordinate with finance on charge numbers and invoices.
  • Designs/codes applications following specifications using the appropriate tools.
  • Maintains and modifies existing applications without supervision as well as under direction from senior staff members.
  • Performs maintenance programming for existing version.
  • Performs custom programming at customer request.
  • Assumes responsibility for ongoing data architecture for product.

Required Experience/Qualifications
  • 10+ years of experience in finance or business-related field or 5+ years of experience with a degree.
  • Experience in tracking and managing large program financials.
  • Manage Contract Line-Items Numbers (CLINs) and funding/ceiling modifications.
  • Prior experience with Deltek Costpoint.
  • Prior experience with Earned Value Management (EVM).
  • Prior experience with development and maintenance of Integrated Master Schedule (IMS)/Integrate Master Plan (IMP).
  • Prior experience with the Integrated Program Manager (IPM) tool (OPDEC).
  • Prior experience with Integrated Baseline Reviews (IBR).

Preferred Experience/Qualifications
  • Degree in finance or business-related field preferred.
  • Prefer experience with government programs, preferably DoD and modeling and simulation.
