Performance Requirements and Qualifications

Required Licensure and Experience • Must hold active registration as a Professional Engineer (PE) or Registered Architect (RA).
• Minimum of 10 years of project management experience in the execution of Military Construction (MILCON) projects.

Knowledge and Skills • Demonstrated broad professional knowledge and expertise in project management, including planning, execution, and oversight of complex technical projects.
• Mastery of advanced concepts, principles, and practices in project management, business operations, contract administration, Military Construction program regulations, design and construction methodologies, funding management, and organizational processes.
• Comprehensive engineering or architectural expertise sufficient to provide consultative services across the full spectrum of architectural and engineering activities, including resolution of complex technical challenges beyond standard methods or procedures.
• Proven leadership skills with the ability to exercise initiative, sound judgment, integrity, tact, and fairness in managing teams and supporting fellow Project Managers.
• Strong knowledge of engineering and architectural standards, codes, and industry practices governing the development and delivery of technical products and services.
• Solid understanding of federal contracting processes, contractor selection procedures, planning, organization, budgeting, and project management methodologies used to assess and resolve design and construction issues.
• Expert knowledge of NAVFAC facilities acquisition processes, project funding authorities, contract requirements, solicitation procedures, and contract types commonly used for Navy and Marine Corps shore facility design, construction, environmental compliance, planning, and real estate.
• Excellent oral and written communication skills, with the ability to collaborate effectively with multidisciplinary teams, respond to inquiries, resolve conflicts, and defend policies and decisions.

Duties and Responsibilities
• Provide independent, timely, and professional project management services for planning, design, and construction of assigned projects for the Navy, Marine Corps, and other supported commands. Project types include minor works, special projects, MILCON, demolition, maintenance, space utilization, and facilities development.
• Manage a broad portfolio of planning, design, and construction activities, including project scoping, scheduling, design and construction cost estimating, permit acquisition, contract strategy development, design documentation review, and construction oversight.
• Serve as the primary liaison between project teams and supported commands. Act as the central point of contact for higher headquarters, field offices, and stakeholders concerning project status and official correspondence.
• Demonstrate leadership and technical expertise across all project management functions, including planning, budgeting, programming, engineering, design, execution, and construction of shore facilities.
