Full Job Description
Primary Purpose

The Sr. Gas System Controller is responsible for ensuring the safe, reliable and economic operation of the gas transmission & distribution systems on a 24/7 basis. Performs or leads the receipt of natural gas from multiple gate stations using the Gas Supervisory Control and Data Acquisition (SCADA) system. Directs the monitoring and appropriate operational response to alerts and alarms received in the Primary SCADA and Eagle Talon or Metretek secondary SCADA systems. Coordinates with Gas Supply & Transportation and the transmission pipelines, the appropriate gas supply portfolio to meet forecasted customer demand. Utilizes gas demand predictive analysis tools and the contracted weather service to develop a demand forecast to meet the energy needs of Exelon Utilities' natural gas customers.

Note: Position complies with the requirements of essential personnel status and may be required to work extended hours for coverage during storms or other energy delivery emergencies. Position functions within the guidelines of an established Control Room Management Plan (CRMP) which is the primary EU safety compliance tool for all Control Room Management (CRM) rules.

Primary Duties

  • Either leads or is directly responsible for the continuous monitoring and maintaining of adequate pressures, flows, temperatures and odorization levels on the natural gas transmission & distribution systems. Initiates and monitors corrective actions for abnormal operating conditions at gate stations and throughout the system.
  • Makes system configuration decisions to ensure compliance with pipeline contracts while balancing supply on the gas distribution system.
  • Forecasts customer demand and gas supply requirements based on forecasted and actual weather conditions and historical customer demand data. Forecasts and requests peaking supplies from the LNG and propane plants to supplement pipeline supplies.
  • Interfaces with interstate pipelines and third party purchasers, and Gas Supply & Transportation, for gas nominations and confirmations.
  • Determines the need for and volume of production gas to satisfy the system demand and notifies the production plants of quantity and rate of vaporization required.
  • Leads the coordination with both internal and external organizations to communicate construction/maintenance activities on the gas distribution system that may affect system operations or impact customers.
  • Forecasts interruptions for large commercial and industrial customers for the safe and reliable operation of the system.
  • Sets the daily shift operations plan and communicates the plan, to include any changes that occur during shift.
  • Performs complex analyses and recommends improvements to current operational processes and/or procedures.
  • Calls in the appropriate maintenance personnel for diagnosis and repair of SCADA or field equipment that Gas Control monitors or operates.
  • Serves as the operational lead or SME for various Gas Control projects, gas pipeline major projects, training, Integrity Management program.
  • Administers and provides completion sign off for new controller training and controller OQ (Operator Qualification).
  • Establishes a positive team environment by actively assisting and training less experienced personnel. Provides performance and development feedback as required. Coach's new and existing employees in processes, procedures and practices as required.
  • Promotes and maintains an environment that fosters a high performance culture and a learning organization. Assists leadership to develop and maintain an environment that respects and promotes diversity and inclusion.
  • Leads the discussion of and develops Potential Abnormal Operating Conditions (PAOC) for the Transmission Pipeline Integrity excavations. Leads the discussion on location and potential operational reaction to the Daily Dig Alerts. (BGE Specific)
  • Provides gas system operational approval for gas fired electric generation dispatch and operations. (BGE Specific)
  • Directs the LNG facility in the efficient operation of its liquefaction processes, including management of the Medium Pressure system for expander process support. (BGE Specific)
  • Serves as the Team Lead Alternate during a Business Continuity event and as the Spring Gardens Senior Business Leader outside of normal business hours, during a Spring Gardens campus emergency. (BGE Specific)

Job Scope

  • Operations: The Sr. Gas System Controller functions within the guidance of the Control Room Management Plan (CRMP) which is the primary safety compliance tool for all Control Room Management (CRM) rules. It describes the activities required by the applicable federal and state pipeline safety regulations for Gas System Control, specifically those required by Pipeline Safety: Control Room/Human Factors, 49 CFR Part 192.631.
  • BGE: This position monitors and controls operating conditions on the OHP, HP, and MP distribution systems that have maximum operating pressures of up to 300 psig and is responsible for ensuring compliance with pipeline and regulatory standards. This position also monitors and controls the gas transmission system that has pressures up to 750 psig. The systems consist of nine (9) major gate stations, three (3) mini-gates, two (2) peak shaving facilities, (675) district regulator stations, (15) backfeeds and are supplied by three different pipelines, TC Energy, Eastern Gas Transmission and Storage, and Transco/Williams, serving over 700,000 natural gas customers.
  • Responsibilities: This position is responsible for independently making critical operational and economic decisions 24/7. Examples of critical decisions made by or facilitated by this position includes deciding when critical repairs and system configurations can be changed or performed, when peaking services are needed to satisfy customer demand, and when interruptible customers should be interrupted for economic or operational reasons. This position is also responsible for initiating and conducting daily operational briefings that involve all levels of management from key areas of the company.
  • Contacts: Position is the designated authority and contact for approving maintenance work procedures with Operations Department performed on the Gas Distribution system and coordinates activities between and the Interstate Pipelines and key customers. Position represents the company to the Sr. Gas Department Management, and industry groups such as AGA and SGA.
  • Impact of Errors: Ensures that an adequate gas supply and operational pressures are maintained in the distribution system to meet our customer's needs on a 24/7/365 basis with extra emphasis on colder temperatures. Failure to execute these responsibilities would result in significant customer impact, legal, regulatory and/or financial liability to the Corporation. Failure to recognize abnormal distribution system conditions could result in a catastrophic failure of facilities that could result in employee or public injury or death, significant financial liability and damage to company image with the public, regulators and investors. Failure to economically manage the use of gas to meet both our hourly and daily pipeline contracts could result in significant negative financial impact to the corporation and /or customers.

Minimum Qualifications

  • Bachelor's degree in Engineering or Business and 4-7 years' experience, OR in lieu of Bachelor's degree, 6-9 years of relevant experience, with a high school diploma.
  • Ability to operate independently, analyze system data and react quickly and appropriately to changing gas system conditions.
  • Extensive knowledge of the gas distribution & transmission systems and their operational limits.
  • Ability to work a rotating shift schedule in accordance with an established CRM Fatigue Management Program.
  • Demonstrated ability to effectively communicate both verbally and in writing including the effective use of three-part communications.
  • Proficiency in the use of computer applications (e.g. MS applications, SCADA systems, corporate systems, etc.).
  • Strong interpersonal skills with proven success in initiating, promoting and maintaining strong interpersonal business relationships.
  • Ability to effectively organize, lead and direct the work activities of others, both in the control room and on the gas distribution system.
  • Must meet operator qualification standards as required under Dept. of Transportation CFR 49-192.
  • Subject to U.S. Dept. of Transportation required chemical screening.
  • Valid driver's license and the ability to meet company driving standards.

Preferred Qualifications

  • Associate/BS/BA in Engineering, Business Management or related degree.
  • Basic knowledge of the Pipeline Safety Code of Federal Regulations (49 CFR 190, 191, 192, & 193)
