  • Evaluate facility projects for regulatory applicability and prepare necessary permit evaluations and applications with the project team.
  • Provide environmental subject matter training to refinery personnel and contractors.

Full Job Description
Sr. Environmental Engineer

This role would be located in our Toledo Refinery in Oregon OH.

Responsible for helping the refinery maintain compliance with federal, state and local environmental regulations, and promoting continuous improvement in environmental performance.  This includes compliance with monitoring, recordkeeping and reporting requirements associated with the area of responsibility.  This individual will work directly with employees and contractors in the refinery to ensure day-to-day regulatory compliance, along with establishing and maintaining external relationships with regulatory representatives.  Position will be mainly focused on air compliance and permitting, with other duties as assigned.

Principal Responsibilities

  • Specific job duties include overseeing the refinery air permitting and compliance, emissions monitoring (CEMS), and emissions source testing (Stack and RATA) programs, refinery MACT compliance and reporting and other environmental report development/implementation.
  • Serve as subject matter expert for Title 5 Air Operating Permit negotiation and implementation. 
  • Work with regulatory agencies and trade organizations on response to proposed rule makings.  Develop compliance programs for new and emerging regulatory initiatives
  • Perform duties that are legally required such as regulatory inspections, regulatory rule research, data collection, and reporting. Support the refinery in meeting environmental objectives and goals. 
  • Serve as point of contact for appropriate regulatory agencies, primarily in air compliance.
  • Evaluate facility projects for regulatory applicability.  Work with project team to prepare permit evaluations and applications as needed
  • Work collaboratively with the refinery Business Teams and other internal/external organizations.
  • Review MOC’s and operating procedures, participate in safety audits, and perform other actions as needed for refinery environmental compliance within the assigned Area Business Team (ABT). 
  • Provide appropriate environmental subject matter training to refinery personnel and contractors through the development of computer-based modules or face-to-face training.
  • Participate in rotational on-call assignment as required.
  • Represent the Environmental Department as needed, in both internal and external meetings.

Job Qualifications

  • Bachelor of Science Degree in Chemical, Environmental or related Engineering field required.
  • Experience with federal air regulations, including PSD/NSR, CAA, NESHAP, and MACT is required.
  • Minimum of 8 years’ experience of relevant environmental, refining, petrochemical or chemical industry experience is preferred. 
  • Computer proficiency with Excel and other MS Office suite programs required.  
  • Knowledge of Ohio and US EPA work processes preferred.  Familiarity with Ohio EPA eBusiness Center and US EPA CDX is a plus.
  • Initiative to work with minimal oversight, and to work effectively in a team environment required.
  • Strong interpersonal and communication skills (both verbal and written) required. 
  • A basic understanding of refinery operations and familiarity with refinery data collection systems, environmental procedures and reporting requirements preferred.
