Tetra Tech is adding a remote Senior Environmental Compliance Manager to our NEPA team based in San Antonio, TX.
Your Impact:
We are seeking a Senior Environmental Compliance Manager to lead complex environmental compliance, permitting, and National Environmental Policy Act (NEPA) efforts for federal, state, local, and private-sector clients. This remote senior role combines environmental policy and regulatory expertise with strong technical writing, project management, agency coordination, permitting, stakeholder engagement, and quality oversight. The successful candidate will lead multidisciplinary teams through environmental review and permitting processes, translate complex regulatory and technical requirements into clear and defensible documentation, and help clients manage environmental commitments and compliance risk throughout project planning, permitting, construction, and implementation.
Responsibilities:
• Lead preparation, review, and delivery of NEPA documents, including Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusion (CatEx) documentation, and supporting technical analyses.
• Lead and coordinate environmental compliance under applicable federal and state requirements, including the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act/Essential Fish Habitat (EFH), National Historic Preservation Act (NHPA) Section 106, and other resource-specific statutes and regulations.
• Lead federal and state permitting and consultation efforts, including pre-application strategy, application development, agency coordination, consultation schedules, permit conditions, and documentation of compliance milestones.
• Manage complex environmental projects and multidisciplinary teams, including subject matter experts, technical authors, subcontractors, and project support staff; establish priorities and maintain alignment with scope, schedule, budget, and client expectations.
• Develop environmental compliance strategies for complex or environmentally sensitive projects and identify practical approaches to regulatory, permitting, mitigation, and implementation challenges.
• Interpret statutes, regulations, agency guidance, permit conditions, and policy requirements; evaluate how changes in project design or implementation may affect environmental approvals and compliance obligations.
• Prepare, review, and edit technical and regulatory documents for accuracy, consistency, defensibility, readability, and compliance with client and agency requirements.
• Develop and manage permit and environmental commitment matrices, registers, databases, and other tracking systems to support implementation, monitoring, reporting, and agency submissions.
• Coordinate with federal, state, and local agencies and facilitate interagency consultation and communication on complex environmental issues.
• Plan and support public and stakeholder engagement, including scoping, public meetings, stakeholder communications, outreach materials, comment tracking, and response development.
• Communicate complex scientific, technical, regulatory, and policy information clearly to clients, agencies, stakeholders, project teams, and the public.
• Support environmental compliance and permitting for infrastructure, water resources, coastal and marine, energy, transportation, military/DoD, and other federal or major development projects, as applicable.
• Provide senior-level quality assurance/quality control and technical review of environmental documents, permit applications, consultation packages, compliance plans, and client deliverables.
• Support client relationship management, proposal development, scopes of work, level-of-effort estimates, and identification of follow-on environmental compliance and permitting needs.
• Mentor and provide technical guidance to environmental planners, specialists, and project staff.
• Other duties as assigned.

Qualifications:
Bachelor's degree in environmental science, environmental policy, natural resources, planning, biology, marine science, engineering, or a related field; advanced education or substantial directly relevant experience may be considered as part of the overall qualifications.
• 15+ years of progressively responsible experience in environmental compliance, NEPA, permitting, environmental policy, natural resource management, or a closely related field, including experience serving in a senior technical, project management, permitting, or environmental compliance role.
• Demonstrated experience leading and managing complex environmental compliance, NEPA, permitting, and/or consultation efforts, including multidisciplinary teams, schedules, budgets, deliverables, and client or agency coordination.
• Strong working knowledge of NEPA and experience preparing and/or reviewing EISs, EAs, Categorical Exclusion documentation, and other environmental review documents.
• Experience interpreting and applying federal environmental regulatory and policy requirements, including consultation and permitting processes such as ESA Section 7, EFH, NHPA Section 106, and other applicable natural resource compliance requirements.
• Experience developing, implementing, and tracking environmental commitments, permit conditions, compliance plans, commitment registers, databases, or similar compliance management tools.
• Excellent technical writing, editing, analytical, communication, facilitation, and organizational skills, with the ability to synthesize complex technical, scientific, regulatory, and policy information for technical and nontechnical audiences.
• Demonstrated ability to work collaboratively across disciplines, agencies, clients, and stakeholder groups, including experience with public involvement, interagency coordination, and complex or potentially contentious environmental issues.
• Experience supporting federal agencies and complex projects involving areas such as coastal and marine resources, water resources, offshore energy, restoration, infrastructure, military, or transportation is preferred; experience developing environmental policy, regulatory procedures, guidance, or rulemaking documents is also desirable. Periodic travel may be required.

The salary range for this position is $140,00-160,000. Please note that Tetra Tech considers various factors in determining pay, including, but not limited to geographic location, qualifications, licensures, certifications, experience, and other skills relevant to the needs of the business.
