Overview

POSITION SUMMARY: The Sr Director - Technology and Delivery is the senior technical delivery leader for IT clinical business solutions and serves as the VP's principal leader for the execution and operation of application development, automation, platform development, and application support. This role converts business priorities and solution roadmaps into reliable, scalable, secure, and measurable technology outcomes. The Sr Director - Technology and Delivery is accountable for delivery performance, engineering and support practices, resource management, vendor execution, operational stability, and the development of high-performing technical teams.

The Sr Director - Technology and Delivery does not own enterprise architecture; rather, this role partners with enterprise architecture and the solution architect assigned to clinical business solutions to ensure designs align with enterprise standards, security requirements, integration patterns, and future-state roadmaps. This position also partners closely with solution management to establish clear accountability between business and product priorities and technology execution.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation)
• Serves as the VP's technology delivery lieutenant, owning day-to-day execution, operational performance, delivery governance, and escalation management across the technical portfolio.
• Leads application development, automation, platform development, integration delivery, release management, and application support for clinical business solutions.
• Partners with solution management to translate business strategies, product roadmaps, requirements, and priorities into executable delivery plans, estimates, staffing models, milestones, and measurable outcomes.
• Partners with enterprise architecture and the assigned solution architect to ensure solutions conform to approved architecture, security, data, integration, resiliency, and technology standards.
• Establishes and operates consistent software development lifecycle, using Agile, DevOps, testing, change control, release, documentation, and quality assurance practices.
• Owns delivery commitments and portfolio execution, including scope, schedule, resources, dependencies, risks, issues, quality, financial performance, and stakeholder communication.
• Leads automation strategy execution and delivery, including workflow automation, process optimization, reusable capabilities, controls, monitoring, and sustainable support models.
• Provides interim direct leadership for the platform development team until a dedicated manager is hired; recruits, onboards, and develops the future manager and transitions responsibilities effectively.
• Leads application support and service operations, including incident, problem, request, change, release, root cause analysis, service-level performance, availability, and continuous improvement.
• Establishes dashboards and operating reviews for delivery predictability, throughput, quality, defects, technical debt, application health, service levels, incidents, customer satisfaction, capacity, and financial performance.
• Balances new development, enhancements, production support, regulatory needs, technical debt, platform lifecycle, and modernization priorities with solution management and business stakeholders.
• Builds and maintains effective capacity, workforce, succession, and sourcing plans across employees, contractors, managed services, and vendor partners.
• Leads and develops managers, technical leads, engineers, developers, automation specialists, analysts, and support professionals; creates a culture of accountability, collaboration, learning, and operational excellence.
• Manages technology vendors and delivery partners, including performance, statements of work, deliverables, service levels, financials, risks, and corrective actions.
• Ensures solutions and support processes comply with organizational security, privacy, HIPAA, audit, data governance, business continuity, and regulatory requirements.
• Provides concise executive-level reporting, recommendations, decision support, and escalation of material risks, dependencies, tradeoffs, and delivery constraints.
• Drives continuous improvement, standardization, automation, and reuse to increase delivery speed, quality, reliability, transparency, and business value.

Qualifications

KNOWLEDGE/SKILLS/ABILITIES (KSAs):
• Bachelor's degree in computer science, information systems, engineering, business, healthcare administration, or a related field. Relevant experience may be considered in lieu of education.
• Master's degree and relevant certifications in technology, delivery, Agile, project/program management, IT service management, or cloud disciplines are preferred.
• 12+ years of progressive experience in technology delivery, software engineering, application development, automation, platform operations, or application support.
• 7+ years of experience leading managers and multidisciplinary technical teams in an enterprise environment.
• Demonstrated accountability for a significant application or technology portfolio, including delivery, operations, budgets, vendors, workforce planning, and executive stakeholder relationships.
• Healthcare technology experience, including clinical, charge capture, coding, revenue cycle, or other regulated platforms is strongly preferred.
• Experience with enterprise transformation, platform modernization, vendor implementations, operating model development, SAFe Agile leadership, and organizational change is preferred.
• Seasoned technical and people leader with demonstrated success owning enterprise application delivery and operations in a complex, highly regulated environment.
• Deep knowledge of application development, automation, integrations, APIs, cloud and hosted platforms, DevOps, testing, release management, observability, and production support.
• Ability to translate strategy and business priorities into practical delivery plans and to hold teams accountable for measurable commitments and outcomes.
• Strong command of portfolio, program, project, financial, resource, vendor, risk, and service management disciplines.
• Ability to operate effectively across solution management, enterprise project management, enterprise architecture, engineering, operations, security, data, and business teams without duplicating ownership.
• Executive presence and excellent verbal, written, facilitation, negotiation, and stakeholder management skills.
• Demonstrated ability to lead through ambiguity, organizational change, competing priorities, production incidents, and high-visibility delivery challenges.
• Strong analytical and problem-solving skills, with a data-driven approach to prioritization, capacity, performance, quality, and continuous improvement.
• Ability to build, coach, and retain high-performing teams and develop managers and technical leaders.
• Working knowledge of healthcare privacy, security, compliance, clinical, and revenue cycle operations is strongly preferred.
